According to the Ministry of Education, Culture, Sports, Science and Technology, safety education in Japanese schools comprises three domains—disaster safety, traffic safety, and daily-life safety—as defined in the School Health and Safety Act. This study focuses on disaster safety, a foundational issue that influences all three domains and involves large-scale impacts requiring educational intervention. It aims to clarify the structural characteristics of how teachers, who play a central role in school safety, cognitively evaluate diverse crisis events. Teachers who participated in school safety instructor training programs in Miyagi, Okayama, and Niigata Prefectures were surveyed regarding 20 crisis events. Four psychological constructs—perceived likelihood (Q1), perceived impact (Q2), crisis imagery (Q3), and self-efficacy (Q4)—were measured through corresponding questionnaire items, and a risk perception score ( R score), calculated as Q1 × Q2, was included in the analysis. The analysis revealed a significant positive correlation between Q1 and Q2, indicating that teachers tend to evaluate the frequency of occurrence and expected degree of damage in an interrelated manner. A significant positive correlation was also observed between Q3 and Q4, suggesting that events that can be vividly imagined tend to enhance self-efficacy. Furthermore, a significant positive correlation between R score and Q4 indicated that both tended to be rated highly for large-scale disasters but relatively low for low-frequency hazards. Self-efficacy was found to be generally lower than risk perception, implying a potential gap between recognition and action. Notably, a “Quadrant IV group,” in which self-efficacy remained low despite reaching a moderate level of risk perception, was identified, and these crisis events were recognized as priority targets for educational intervention. These findings indicate that this analytical framework is effective for comprehensively understanding the psychological structure of disaster risk reduction (DRR) literacy. It can also be applied to assess learning outcomes for both teachers and students, providing foundational insights for improving the “recognition–judgment–action” learning process in DRR education.

Abstract

This study demonstrates that a decision-making process utilising ‘the veil of ignorance’ concept, defined in process terms as beginning from a blank slate encompassing the entire country as potential sites and shortlisting candidate sites based on scientific (geological) safety, promotes public acceptance of siting a repository for the geological disposal of high-level radioactive waste and fosters procedural fairness. A hypothetical scenario experiment was conducted in Japan, manipulating the site selection process by setting two conditions—one being the application/proposal condition that the Japanese government currently employs, such as an application by municipalities or a proposal by the government, and the other being the veil of ignorance condition, in which multiple candidate areas are selected from a blank slate for the entire land area based purely on geological factors. Three stages of acceptance were presumed—at the level of general management policy, the site selection process itself with a specified decision policy, and the siting of a repository in their area of residence. Two hypotheses were tested: (a) the veil of ignorance condition will be evaluated as a more acceptable and fairer procedure and will engender increased national consensus than the application/proposal condition at the site selection and repository siting stages, and (b) procedural fairness and national consensus will impact acceptance at each stage; these variables at each stage help shape the same variables in the next stage. The results supported these hypotheses. This study discusses the importance of the site selection process, beginning where any de facto site can be a candidate and shortlisting the candidate sites based on scientific criteria.

Abstract

When the location of NIMBY (not in my backyard) facilities is focused, legitimate decision‐making rights tend to be preferentially given to local residents, an attitude defined as a superior legitimization of the concerned parties. Moral foundations and empathic concern are hypothesized to predict the process of superior legitimization of the concerned parties. We conducted an experiment wherein participants evaluated the legitimacy of residents and government agencies in view of the site selection of a geological disposal facility focused on ingroups or outgroups. In both groups, the legitimacy of the residents was notably higher, and the roles of moral foundations and empathic concern on the judgment of legitimacy were indicated. One reason why residents are self‐evidently legitimatized superiorly in the context of NIMBY facilities, therefore, should be that such judgments are based on intuitive moral judgment and empathic concern.

Expectant and nursing mothers need to prepare for natural disasters to protect their lives and their children’s lives and to maintain their health and daily life after the disaster. This study aimed to clarify the actual conditions of disaster preparedness behaviors of expectant and nursing mothers and to identify factors promoting disaster preparation behavior and behavioral intentions that lead to disaster preparation behavior among expectant and nursing mothers. We conducted a cross-sectional survey involving 1,000 expectants and nursing mothers between October 2020 and January 2021 using an anonymous self-administered questionnaire. We received 135 valid responses. The questionnaire included items about the actual status of disaster preparation, attitudes toward preparation behavior based on Ajzen’s theory of planned behavior, subjective norms on disaster preparation determined by perceived expectations from others, descriptive norms on disaster preparation that refer to the perceptions of others’ engagement in disaster preparation behavior, perceptions of behavioral control that refer to views regarding how easy or difficult it is to perform a given behavior, and social support sources that are required for disaster preparation behavior. Correlations among variables were analyzed. A structural equation modeling technique was used to test a model to explain factors encouraging expectant and nursing mothers to prepare for disaster.

<p>The purpose of this research is to investigate the effects of compensation framing on acceptance of a high level radioactive waste (HLW) geological repository. Monetary compensation is sometimes provided for local governments as a benefit for accepting certain risks. However, Fray et al. (1996) demonstrated that monetary compensation failed to procure acceptance of a nuclear waste disposal repository. In reality, offering to improve social welfare is also sometimes used as compensation for accepting a risky facility. From the above, we hypothesized that monetary compensations would be rejected by residents of proposed site. To test these hypotheses, we conducted a scenario experiment. We conducted a web-based survey and obtained 1200 valid Japanese responses. The results demonstrated that there were no main effects of condition, which suggested that the framing of compensation had no significant impact on acceptance of a HLW geological repository.</p>

This study examined the determinants of public acceptance of siting a repository for High-level radioactive waste (HLW), focusing on procedural fairness and trust. The study presumed that interactive effect of procedural fairness × trust on public acceptance exist. To examine the presumption, the study implemented a hypothetical scenario experiment that manipulated two factors: an opportunity of voice as an antecedent of procedural fairness and value similarity to the authority as a component of trust. Three-hundred seventeen people participated in the web-based experiment. Participants were randomly assigned to one of four conditions: procedural fairness (voice vs. no voice) × trust (similarity vs. no similarity) factorial design associated with acceptance of siting investigation for a repository of HLW. The experiment measured affective reaction to the siting, and evaluations of procedural fairness, trust, public acceptance in the decision-making process. Results indicated that affective reaction, procedural fairness, and trust determined public acceptance. Moreover, the interactive effect of procedural fairness × trust on public acceptance was found. A process analysis indicated that the effect of procedural fairness was strengthened when the trust on similarity was negative.

<p>本研究は，自然資源の管理政策への協力意図に影響を及ぼす要因の効果を明らかにすることを目的として，資源と直接的な関わりの深い地域の住民と比較的関わりの浅い都市の住民による政策への協力意図に至る心理的過程を比較検討する。中国・内モンゴルの牧畜地域の草原管理を事例として，管理政策への協力意図に対して，手続き的公正感，信用度，法規性が与える影響を分析するために，全住民が牧畜に従事するA村（n=146）と大都市のフフホト市（n=262）で調査を行った。信用度から協力意図への影響は地域住民に顕著に見られる一方で，都市住民は草原管理に関わる行政の法規性を高く評価している場合，手続き的公正感による影響が減じられる「法規性の干渉効果」を示した。法規性の干渉効果について，主に法規性が偏重されることの弊害に注目をして考察を行った。社会的ガバナンスの前提となる多様なアクターの参加という条件のもとでは，結果的に，社会の多数派によって行政が持つ単一の価値のみが重視されるというパラドックスが発生する危険性が指摘された。</p>

For the success of community-based natural resource management, it is important that self-governing management organizations approve the legitimacy of rights for the management of a resource. In some resource management cases, it was observed that an organization that did not have authorized institutional legitimacy was in reality still able to manage a natural resource in that region. This study focused on the grassland management of Baga'eren Gacha village in Inner Mongolia, China; moreover, an interview survey was conducted to examine the substance of legitimacy that was approved for the management of the self-governing management organization, "the Village (Gacha) Committee," and the effect of the committee's procedural fairness. These aspects show that villagers regard the common land management's economic value as most important and accept the committee as the legitimate manager based on performance evaluation. Additionally, it is suggested that the effect of procedural fairness is less than that of distributive fairness. Furthermore, we discussed the function of the committee to modulate mismatch values between the administration and the villagers.

The purpose of our study is to estimate procedural fairness and distributive fairness of past decision-making process of the management policy for high‒level radioactive waste （HLW） and siting of repository in France. We conducted normative analysis by documentreview and interview survey with CLIS members and a sociologist participated in the public debate on HLW management policy in 2005 by CNDP. The results show that prior clarifi cation when and how decision‒making of HLW management policy and siting of repository will be carried out in the step‒wise approach is important to enhance the legitimacy of the process. With regard to distributive fairness between generations, it isimportant to carefully consider responsibility of current generation and decision right of future generation in terms of equity and equality in the fair decision‒making process,because HLW management policy might depend on concept of distributive fairness betweengenerations. It is necessary to carefully debate both interregional distributive fairness of negative legacy and economical distributive fairness in the fair decision‒making process, because they are inextricably linked together.

This study examined the impacts of the Fukushima Nuclear Power Plant accident on the public acceptance of siting a disposal facility of high level radioactive waste (HLW). We applied the social acceptance model to predict public acceptance of investigation for siting of a geological disposal facility of HLW. 1930 Japanese people completed longitudinal internet surveys that were measured before the Fukushima Nuclear Power Plant accident (in February, 2011) and after the accident (in February, 2012). Results indicated that the level of public acceptance of investigation for siting of a geological disposal facility decreased after the accident. Intergenerational subjective norm, social benefit and procedural fairness determined public acceptance consistently before and after the accident. However, the perceptions of stigma and intergenerational subjective norm became more salient after the accident. Our results show that the Fukushima nuclear accident reminds people of ethical problems of acceptance of a geological disposal facility of HLW.

<p>本研究は地震・防災専門家のファシリテーションによるワークショップによって，地域住民が主体となって地域防災力を向上させる試みについて紹介する．地域防災力向上のための手法化されたワークショップ事例がないため，はじめにワークショップの設計を行い，それに基づき4地域で3回ずつ1年間にわたって実施された．</p><p>ワークショップは各地域で3回行われた．第1回ワークショップでは地域の特徴と被害を航空写真に付箋紙で意見を書き込むことで地震に対するイメージを具象化し，第2回ワークショップては具体的な防災対策レシピを作成し，第3回ワークショップでは，「わたしたちの地域の行動計画」を策定した．またワークショップの評価測定も行い，質問紙による評価から，本研究が提案した防災カ向上手法は，参加者の防災意識の形成，地域防災カや必要な防災対策に関する理解を促進し，防災促動への参加意欲を高める手法であることを確認した．</p>

本研究の目的は, パーク・アンド・ライド (P&R) を普及させるため, 公共交通選択行動の心理的規定因を調べることである. 本研究の仮説は, 広瀬 (1995) の環境配慮行動の2段階モデルを基に作られた. 仮説の検証のため, P&Rの社会実験が行われた地域の住民に対して社会調査を行い, 893人の回答を得た (回収率61%). その結果, a) 公共交通選択行動の規定因として, 実行可能性評価, コスト評価, 公共交通利用意図が示された. また, b) 態度と主観的規範は, 利用意図を媒介して, 公共交通選択行動を間接的に促進する要因であった. したがって, P&Rの普及のためには, 環境配慮意識にはたらきかけるだけでは不十分であり, 実行可能性評価やコスト評価といった阻害要因を低減させる心理的方略が重要であることが示唆された.
