    Many people fail to take appropriate protective actions upon receiving an Earthquake Early Warning (EEW), which has emerged as an important concern. This study examined aspects of disaster literacy that promote appropriate protective actions in response to EEWs. Drawing on dual-process theory, we hypothesized that EEW responses would rely more on intuitive processes than on deliberative processes, because immediate reactions are required when an EEW is issued. This study used nationwide survey data collected in Japan in August 2022. Data from 491 respondents who had previously received EEWs were analyzed. The variables included reactions to EEWs, means of receiving EEWs, activity status when receiving an EEW, experience of victims of past disasters, expectation of an earthquake, recognition of hazard map, daily disaster-preparedness, and demographics. The results indicated that only 35% of participants reported taking concrete protective actions upon receiving EEWs. The experience of victims of past disasters, expectations of an earthquake, and daily disaster-preparedness were associated with reactions to EEW. Each of these variables reduced the likelihood of choosing inaction and increased the likelihood of selecting protective actions. These findings suggest that the experience of victims of past disasters, expectation of an earthquake, and daily disaster-preparedness experience function as intuitive factors related to disaster imagery, thereby facilitating immediate protective actions. In conclusion, this study highlights the importance of designing disaster literacy strategies that target intuitive factors to enhance the effectiveness of EEWs.

    The COVID-19 pandemic continues to pose a global threat. It is considered a CBRNE (chemical, biological, radiological, nuclear, explosive) disaster that has caused not only a public health crisis but also psychological, social, and economic problems. The recovery of social and economic activities remains an urgent issue. This study developed an assessment framework of the “recovery calendar” to visualize the process of people’s recognition of recovery from the COVID-19 calamity. Data on this recovery calendar were collected from an online questionnaire survey administered on a total of 449 respondents from 10 groups divided by gender (male or female) and age (20s, 30s, 40s, 50s, 60s, and above). The results showed that the recovery process took place in the following order: recognition of COVID-19’s impact on society and of the imposition of a constrained lifestyle, recognition of returning to work or the resumption of local schools, and finally, recognition of the recovery of the household and local economies, although these remained at a low level of activity. Importantly, the recovery progressed slowly. The results also indicated that measures such as the declaration or lifting of the state of emergency, or the “Go To” travel campaign, affected people’s recognition of recovery. Moreover, the recognition of recovery depended on social demographics. Men, younger people, and those with a stable life base were more likely to perceive recovery from the disaster. This study discussed the applicability of the assessment framework of the recovery calendar to visualize people’s recovery process from the COVID-19 calamity.

    According to the Ministry of Education, Culture, Sports, Science and Technology, safety education in Japanese schools comprises three domains—disaster safety, traffic safety, and daily-life safety—as defined in the School Health and Safety Act. This study focuses on disaster safety, a foundational issue that influences all three domains and involves large-scale impacts requiring educational intervention. It aims to clarify the structural characteristics of how teachers, who play a central role in school safety, cognitively evaluate diverse crisis events. Teachers who participated in school safety instructor training programs in Miyagi, Okayama, and Niigata Prefectures were surveyed regarding 20 crisis events. Four psychological constructs—perceived likelihood (Q1), perceived impact (Q2), crisis imagery (Q3), and self-efficacy (Q4)—were measured through corresponding questionnaire items, and a risk perception score ( R score), calculated as Q1 × Q2, was included in the analysis. The analysis revealed a significant positive correlation between Q1 and Q2, indicating that teachers tend to evaluate the frequency of occurrence and expected degree of damage in an interrelated manner. A significant positive correlation was also observed between Q3 and Q4, suggesting that events that can be vividly imagined tend to enhance self-efficacy. Furthermore, a significant positive correlation between R score and Q4 indicated that both tended to be rated highly for large-scale disasters but relatively low for low-frequency hazards. Self-efficacy was found to be generally lower than risk perception, implying a potential gap between recognition and action. Notably, a “Quadrant IV group,” in which self-efficacy remained low despite reaching a moderate level of risk perception, was identified, and these crisis events were recognized as priority targets for educational intervention. These findings indicate that this analytical framework is effective for comprehensively understanding the psychological structure of disaster risk reduction (DRR) literacy. It can also be applied to assess learning outcomes for both teachers and students, providing foundational insights for improving the “recognition–judgment–action” learning process in DRR education.

    Abstract

    This study demonstrates that a decision-making process utilising ‘the veil of ignorance’ concept, defined in process terms as beginning from a blank slate encompassing the entire country as potential sites and shortlisting candidate sites based on scientific (geological) safety, promotes public acceptance of siting a repository for the geological disposal of high-level radioactive waste and fosters procedural fairness. A hypothetical scenario experiment was conducted in Japan, manipulating the site selection process by setting two conditions—one being the application/proposal condition that the Japanese government currently employs, such as an application by municipalities or a proposal by the government, and the other being the veil of ignorance condition, in which multiple candidate areas are selected from a blank slate for the entire land area based purely on geological factors. Three stages of acceptance were presumed—at the level of general management policy, the site selection process itself with a specified decision policy, and the siting of a repository in their area of residence. Two hypotheses were tested: (a) the veil of ignorance condition will be evaluated as a more acceptable and fairer procedure and will engender increased national consensus than the application/proposal condition at the site selection and repository siting stages, and (b) procedural fairness and national consensus will impact acceptance at each stage; these variables at each stage help shape the same variables in the next stage. The results supported these hypotheses. This study discusses the importance of the site selection process, beginning where any de facto site can be a candidate and shortlisting the candidate sites based on scientific criteria.

    Abstract

    When the location of NIMBY (not in my backyard) facilities is focused, legitimate decision‐making rights tend to be preferentially given to local residents, an attitude defined as a superior legitimization of the concerned parties. Moral foundations and empathic concern are hypothesized to predict the process of superior legitimization of the concerned parties. We conducted an experiment wherein participants evaluated the legitimacy of residents and government agencies in view of the site selection of a geological disposal facility focused on ingroups or outgroups. In both groups, the legitimacy of the residents was notably higher, and the roles of moral foundations and empathic concern on the judgment of legitimacy were indicated. One reason why residents are self‐evidently legitimatized superiorly in the context of NIMBY facilities, therefore, should be that such judgments are based on intuitive moral judgment and empathic concern.

    Expectant and nursing mothers need to prepare for natural disasters to protect their lives and their children’s lives and to maintain their health and daily life after the disaster. This study aimed to clarify the actual conditions of disaster preparedness behaviors of expectant and nursing mothers and to identify factors promoting disaster preparation behavior and behavioral intentions that lead to disaster preparation behavior among expectant and nursing mothers. We conducted a cross-sectional survey involving 1,000 expectants and nursing mothers between October 2020 and January 2021 using an anonymous self-administered questionnaire. We received 135 valid responses. The questionnaire included items about the actual status of disaster preparation, attitudes toward preparation behavior based on Ajzen’s theory of planned behavior, subjective norms on disaster preparation determined by perceived expectations from others, descriptive norms on disaster preparation that refer to the perceptions of others’ engagement in disaster preparation behavior, perceptions of behavioral control that refer to views regarding how easy or difficult it is to perform a given behavior, and social support sources that are required for disaster preparation behavior. Correlations among variables were analyzed. A structural equation modeling technique was used to test a model to explain factors encouraging expectant and nursing mothers to prepare for disaster.

    <p>The purpose of this research is to investigate the effects of compensation framing on acceptance of a high level radioactive waste (HLW) geological repository. Monetary compensation is sometimes provided for local governments as a benefit for accepting certain risks. However, Fray et al. (1996) demonstrated that monetary compensation failed to procure acceptance of a nuclear waste disposal repository. In reality, offering to improve social welfare is also sometimes used as compensation for accepting a risky facility. From the above, we hypothesized that monetary compensations would be rejected by residents of proposed site. To test these hypotheses, we conducted a scenario experiment. We conducted a web-based survey and obtained 1200 valid Japanese responses. The results demonstrated that there were no main effects of condition, which suggested that the framing of compensation had no significant impact on acceptance of a HLW geological repository.</p>

    This study examined the determinants of public acceptance of siting a repository for High-level radioactive waste (HLW), focusing on procedural fairness and trust. The study presumed that interactive effect of procedural fairness × trust on public acceptance exist. To examine the presumption, the study implemented a hypothetical scenario experiment that manipulated two factors: an opportunity of voice as an antecedent of procedural fairness and value similarity to the authority as a component of trust. Three-hundred seventeen people participated in the web-based experiment. Participants were randomly assigned to one of four conditions: procedural fairness (voice vs. no voice) × trust (similarity vs. no similarity) factorial design associated with acceptance of siting investigation for a repository of HLW. The experiment measured affective reaction to the siting, and evaluations of procedural fairness, trust, public acceptance in the decision-making process. Results indicated that affective reaction, procedural fairness, and trust determined public acceptance. Moreover, the interactive effect of procedural fairness × trust on public acceptance was found. A process analysis indicated that the effect of procedural fairness was strengthened when the trust on similarity was negative.

    <p>This study examined the factors that influence whether people cooperate with government policies regarding natural resource management. We investigated the psychological processes that promote cooperative intentions towards such policies among rural residents, who tended to be concerned about natural resource management, and urban residents, who were less concerned about this issue. This study focused on grassland management in Inner Mongolia, China. Specifically, a survey was conducted to analyze the effects of procedural justice, confidence in the government, and legality on the subjects' intention to cooperate with government policies regarding grassland management in Inner Mongolia. The rural residents (n=146) were villagers, mostly herders, whereas the urban residents (n=262) lived in Hohhot city. The results indicated that among the rural residents confidence in the government had a marked influence on their intention to cooperate, whereas among the urban residents legality modulated the effects of procedural justice on their cooperative intentions. Therefore, this suggested that even though various actors contribute to shaping social policy, only the values emphasized by the majority of society have a significant effect on the success of a policy.</p>

    For the success of community-based natural resource management, it is important that self-governing management organizations approve the legitimacy of rights for the management of a resource. In some resource management cases, it was observed that an organization that did not have authorized institutional legitimacy was in reality still able to manage a natural resource in that region. This study focused on the grassland management of Baga'eren Gacha village in Inner Mongolia, China; moreover, an interview survey was conducted to examine the substance of legitimacy that was approved for the management of the self-governing management organization, "the Village (Gacha) Committee," and the effect of the committee's procedural fairness. These aspects show that villagers regard the common land management's economic value as most important and accept the committee as the legitimate manager based on performance evaluation. Additionally, it is suggested that the effect of procedural fairness is less than that of distributive fairness. Furthermore, we discussed the function of the committee to modulate mismatch values between the administration and the villagers.

    This study examined the impacts of the Fukushima Nuclear Power Plant accident on the public acceptance of siting a disposal facility of high level radioactive waste (HLW). We applied the social acceptance model to predict public acceptance of investigation for siting of a geological disposal facility of HLW. 1930 Japanese people completed longitudinal internet surveys that were measured before the Fukushima Nuclear Power Plant accident (in February, 2011) and after the accident (in February, 2012). Results indicated that the level of public acceptance of investigation for siting of a geological disposal facility decreased after the accident. Intergenerational subjective norm, social benefit and procedural fairness determined public acceptance consistently before and after the accident. However, the perceptions of stigma and intergenerational subjective norm became more salient after the accident. Our results show that the Fukushima nuclear accident reminds people of ethical problems of acceptance of a geological disposal facility of HLW.

    <p>It is urgent and important to cultivate the capacity of citizens in reducing damage due to disasters, especially under the pressing threat of the Tokai or Tonankai Earthquake disaster. This study established a workshop program, which developed citizens' capacity to mitigate and prepare for disasters in their local community. This program contains three workshops; 1)awareness of hazards and enumerating local vulnerability and possible damage, 2)listing objectives of disaster mitigation and preparedness of the region, 3)embodying a disaster action plan for the area. We applied this method to the project of increasing the capacity of disaster reduction by citizens living in Nagoya, Aichi prefecture, Japan. The result was that they succeeded in producing their own disaster action plan. However, the awareness of extending disaster action to other people living in the same area did not increase.</p>

    The purpose of this study is to examine psychological determinants of promoting P&R measure. Our hypothesis was based on the decision making model of environment conscious behavior (Hirose, 1995). A survey was carried out for residents in the area where a social experiment of P&R was being implemented, and 893 responses were obtained (61%). The results were as follows, a) Main determinants of public transport choice behavior were perceived behavior control, cost evaluation and behavioral intention. b) Attitude and subjective norm affected the behavior indirectly by way of behavioral intention. We discussed that psychological strategy only for encouraging the environment consciousness was insufficient, while the strategies of affecting to perceived behavior control and cost evaluation should be emphasized.

    The intention-behavior gap is a big barrier against behavioral change for reducing obesity. This study implemented field studies to visualize the influences of behavioral contexts that form unhealthy eating behaviors. As a result, behavioral contexts were based on three aspects, i.e. dietary habits, motivational factors, situational factors. Especially, food tempting situations, such as stored foods and food outlets effects, had strong effects on unhealthy eating behavior. The study enables us to visualize the influence of variations of relationships between behavioral context and unhealthy eating behavior with a psychological model.

    Internet surveys in Switzerland and Germany were conducted to investigate the determinants of public acceptance of a geological disposal facility for high-level radioactive waste (HLW). Results indicated that not only individual factors as affection for HLW and individual benefit but also prosocial factors as procedural fairness and intergenerational subjective norm had impact on the public acceptance. Results also clarified that policy acceptance influenced acceptance of the HLW site selection directly and indirectly through procedural fairness. Scenario experiment in Japan clarified that the acceptance of site selection and procedural fairness in screening approach based on the veil of ignorance were evaluated more positively than those in voluntarism approach.

    This study clarified the life recovery process of the victims of the 2011 Great East Japan Earthquake Disaster. We theorized the long-term life recovery process after the disaster by action research method with affected local governments. We visualized a voice of silent majority instead of using macro-indexes, and verified the recovery process of “New Tohoku(affected)-area” from the perspective of disaster victims and afflicted areas.
    In particular, we conducted a large-scale random sampling questionnaire survey with the cooperation of the Reconstruction Agency of Japan and affected prefecture (Iwate Prefecture, Miyagi Prefecture, and Fukushima Prefecture), and compared them with the life recovery process in past disaster cases such as the 1995 Hanshin-Awaji (Kobe) Earthquake Disaster. It examined and clarified the present conditions and problems of restoration and revival of the 2011 Earthquake, and proposed the generalization of the life recovery process.

    The present study defined approvability of others' or one's own rights to decide the propriety of troublesome facilitiess as "legitimacy", and developped "Who and Why Game: WWG / NIMBY" that is an educational and training gaming to provide simulation experiences building consensus around the facilities. Availability of the game to aim at education and training for people was varidated, and the on-line version was developped. Additionlly, processes of cognition and emotion were investigated between concerned parties and third parties by researches in Japan and China. Researches in Inner-Mongolia autonomous region suggested inhibition of legitimacy in community of concerned parties, and experiments in Japan showed sympathy is a meaningful determinant to build consensus between concerned and third parties.

    The research project studied the new communication design to intervene the behavioral contexts that induce risk behaviors of consumption. The research implemented field experiments that changed energy saving behavior, unhealthy eating behavior and conservative buying. Results indicated that environmental cues induced unwanted behaviors and context changes by goal priming or prompt reduced the behaviors. The project suggests a new intervention approach that psychological designed cues modify the influences of behavioral context.

    This study investigated the determinants of public acceptance of a geological disposal facility for high-level radioactive waste (HLW) in Japan, France, and UK. Results of internet surveys indicated that procedural fairness of site selecting process, intergenerational subjective norm, and social benefit were main determinants of public acceptance in all countries. Results also clarified that both of affect for HLW and trust for authorities had impact on procedural fairness and intergenerational subjective norm. In order to the effects of these factors on public acceptance, a scenario experiment was conducted. Results clarified that procedural fairness, affection, and trust had significant effects on public acceptance.

    Actors around the commons have to make a consensus on who should be approved rights to manage them, and on what are reasons or values to prove the rights in order to manage commons. This study defined legitimacy as approvability of others' or one' s own rights to manage commons and discussed on theoretical or practical means for investigating the legitimacy based on results of surveys in Okinawa prefecture, Inner Mongolia autonomous region, and experiments using a simulation gaming. The surveys in Okinawa revealed that institutional substance like legality interfered on perceived substance such as trustworthiness to judge legitimacy. Another research in Inner Mongolia indicated inconsistency of legitimacy among actors in accordance with their different evaluation of grass-land. Moreover, results of a simulation gaming "Who & Why Game" revealed that deliberate among actors shifted their mutual approval structure of legitimacy.

    Risk behaviors were induced unconsciously, regardless of conscious intention. The research project showed that risk-conducive environment leads to unintentional risk behaviors and habitual behaviors result from the delegation of action control to behavioral context. Moreover, the field experiments of unhealthy eating behavior and energy saving behavior demonstrated that the introduction of goal priming approach can reduce the influence of risk-conducive environment.

    This study investigated the effect of procedural fairness and trust on social acceptance of environmental planning, which are particularly difficult to achieve agreement. Case studies in EU and comparative experiments between Japan and Europe were conducted. Results from case study showed that procedural fairness was a significant determinant of acceptance of eclectic decision, while opinion similarity related to trust determined the dichotomy between approval and disapproval. Results from experiments showed that social acceptance was influenced not only by procedural fairness, which contributed to public benefit, but also by opinion similarity, which represented personal benefit.
