    The threats posed by climate change call for strong action from the international community to limit carbon emissions. Before the Fukushima accident that followed the Great East Japan earthquake and tsunami on 11 March 2011, both Britain and Japan were considering an ambitious expansion of nuclear power as part of their strategy to reduce carbon emissions. However, the accident may have thrown nuclear power as a publicly accep' energy technology into doubt. This study uses several nationally representative surveys from before and after the Fukushima accident to examine how it may have changed public perceptions of climate change and energy futures in Britain and Japan. The study found that already before the accident the Japanese public were less supportive of nuclear power than the British. While British attitudes have remained remarkably stable over time, the Japanese public appear to have completely lost trust in nuclear safety and regulation, and have become less acceptive of nuclear power even if it would contribute to climate change mitigation or energy security. In Japan the public are now less likely to think that any specific energy source will contribute to a reliable and secure supply of energy. The implications for energy policy are discussed.     We analyse Japanese newspaper coverage of global warming from January 1998 to July 2007 and how public opinion during parts of that period were influenced by newspaper coverage. We show that a dramatic increase in newspaper coverage of global warming from January 2007 correlated with an increase in public concern for the issue. Before January 2007, we find that coverage of global warming had an immediate but short-term influence on public concern. With such transitory high levels of media coverage we suggest that for more effective communication of climate change, strategies aimed at maintaining mass-media coverage of global warming are required.     Developing countries continue to struggle to achieve sustainable lifestyles, poverty alleviation, and economic development. Increasing the quantity and quality of consumption generally also means increasing emissions of greenhouse gases and other environmental impacts. The world has recognized the need to decouple economic development (i.e., elevation of the standard of living in developing countries) and resource consumption, but the way to do so remains unclear. The relationship between economic growth and environmental impacts is often discussed in the context of the Kuznets curve, which expresses the development path as an inverted U. One of the ways to decouple that has been discussed in this context is “leap-frogging,” in which developing countries skip (or “compress”) the period of higher environmental impacts in their developmental paths. Structural changes in a country’s industrial sectors are important in this context, including investment in infrastructure, investment in technological innovation, and investment in human resource development (education). The aim of this study was to explore ways to skip the so-called “dirty stages” of development and examine issues related to the “compressed development” concept in the Southeast Asian region, with a particular emphasis on the role of education. To this end, a case study was conducted in Thailand, a relatively newly developed country, in August 2016. A total of 15 individuals were interviewed in Bangkok and Chiang Mai about their current standards of living, social networks, views on education, and future aspirations. The interviewees were from urban and rural areas from five social and economic classes (SECs). Across regional and income categories, (1) people expressed the importance of education in pursuing better lives in the future; (2) people (especially those in the lower SECs) owned more household equipment than we expected, including smart phones, which allowed them access to social networking services and online news; and (3) family was reported as an important safety net, especially for people in lower SECs. In addition, current Thai social, political, and economic conditions influenced people’s perceptions of their “hopes for the future.”.

    This study used the concept of resilience as a framework to explore the response of a traditional rice-dominated agricultural society to past climatic variability in the Hai River Basin, North China Plain. In agriculture-based communities, the performance of resilience refers to the functions of cropping and water systems and the flexibility to respond to an uncertain climate. With limited water inflow, the responses to the recent historical precipitation variability in this case study demonstrated that the local people were adjusting to both interannual variability and extreme drought through their collective and individual actions. In the short term, the local people coped by adjusting the planting area and individually switching from planting paddy rice to less water-intensive crops in order to adapt to a severe, continuing drought. However, because of poor management of the water system by community leaders and the lack of an adequate budget for the collective action of rice cropping, the shift in land use to rice cropping as an adaptation to the recent increased precipitation was not usually reversible. In the long term, the agricultural production of most villages became less resilient to current precipitation variability, despite the intention of most villagers to change the current cropping system to improve their low household staple food self-sufficiency. This study indicated that over the long term the social resilience and adaptive capacity of agricultural communities and their associated stakeholders must be built on and enhanced to better cope with the constraints and opportunities of current climate variability. New institutional arrangements, including collective irrigation regimes and community leadership capabilities, are required to build social resilience and to enhance adaptive capacity for future uncertainties.

    Urban dwellers often have little knowledge of local ecosystems, but community groups that actively manage local ecosystems can acquire a rich ecological knowledge. Understanding the knowledge transfer process within community groups contributes to the continuous improvement of urban ecosystem management. In this paper, we address three main questions: (1) How is ecological knowledge acquisition linked to boundary and intra-group interactions? (2) Does holding knowledge mean the involvement in actual management activities? (3) Does the aging of community group members threaten the continuity of activities? We selected satoyama woodlands (seminatural woodlands) in peri-urban Tokyo, Japan as a study site. We used a mixed method approach that combined a qualitative interview with a quantitative questionnaire. We found that boundary interactions were particularly important at the start of an urban ecological management process, to obtain basic knowledge relating to management activities. Intra-group interaction contributed to knowledge transfer after the starting period. We found that participants possessing considerable ecological knowledge do not necessarily participate in management activities. Findings also indicated that the aging of group members in groups established for more than 10 years was an area of concern for the continuity of group activities. New members did not necessarily solve this aging issue. We conclude that further measures and actions are needed to ensure long-term knowledge transfer among the participants of community groups in urban ecosystem management.

    &nbsp;&nbsp;Our objective was to make a additional suggestion in making the municipal plan for preventing global warming with green Strategies. By reviewing representative existing 41 plans, we found that various types of measures related to greens have been prescribed. The results of our questionnaire survey suggested that municipalities tended to prescribe suitable measures for their regional characteristics. However, most municipalities have not formulated their plan, especially in the important area for carbon sink. National policy strategies that account for this trend of municipal plan are needed.

    In relation to the issues of global warming and &quot;heat island phenomena&quot;, it is important to assess individual exposures to during hot period for health risk assessment in regions concerned. Although the authors have been studying directly individual exposure to temperature with using portable instruments, its results will be reported separately. Apart from temperature measurements, individual self regulation of indoor temperatures with AC are also important, since most of the advanced regions, residence has now been equipped with AC in most cases for controlling exposed temperature level. So far air conditioner (AC) use has been investigated especially in relation to the mitigation in terms of energy consumption and reduction of green house (GH) gas emission. Thus, this study was planned to see self regulation of temperature exposure and heat-related symptoms by different climate regions so that a questionnaire study has been conducted. Among 16, 100 people who were selected and requested to answer to our questionnaire by mail, eligible responses were collected for 2090 (recovery rate=l3 %) When the subjects were categorized into &quot;Hokkaido&quot; (cold area), &quot;Honshu/Kita-Kyushu&quot; (intermediate area) and &quot;Okinawa&quot; (subtropical area). AC for cooling was used in 40% in Hokkaido but in 90% + in other areas. Among AC users, people who use AC &quot;whenever they feel hot&quot; were 238 (&quot;whenever group&quot;), while those who use cooler &quot;only when they feel intolerable&quot; (&quot;intolerable group&quot;) were 1156. Temperature when 60% of &quot;whenever group&quot; was switching on AC at 25-30°C, whereas 40 % of &quot;intolerable group&quot; was doing so at 30-35?C. This means all AC users are using AC at 35+°C, suggesting 35°C in terms of outdoor temperature is a &quot;behavioral threshold&quot; for AC use among Japanese. Among several heat stress-related complaints, most prevalent was &quot;can&#039;t sleep well&quot; (57 %) and then &quot;fatigue or change in physical conditions&quot; (28 %) with being highest in Okinawa. History of heat illnesses (heat stroke, &quot;Necchu-Sho&quot; ), however, was least prevalent in Okinawa among the regions. In contrast in Hokkaido they were more frequent with including more people who reported recurrent events. Thus, it is likely that Hokkaido would be the most vulnerable to heat-related health stress especially among people who have not been using AC use and also those with high individual susceptibility with heat illnesses, whereas complaints about heat-related sleep disturbances are less prevalent in Hokkaido compared to other warmer regions. Finally, it should be noted that the present results might be biased through low rate of responses or due to questionnaire study.     We examined the association between the health-related quality of life (HQOL) of individuals and recycling-related proenvironmental behavior using the SF-8 Health Survey (SF-8). A self-administered questionnaire that included the SF-8 and three items on proenvironmental behaviors was distributed to 2,400 individuals aged 15 years or older who had been selected from the entire population of Japan. The age- and sex-adjusted odds ratios of having the proenvironmental behavior of "separating empty metal cans, empty glass bottles, and used paper for recycling from other trash" and "separating empty plastic food containers for recycling from other trash" for each 10-point increase in the physical summary component score of the SF-8 were 1.25 (95% confidence interval: 1.02-1.52) and 1.25 (1.01-1.52), respectively. HQOL was associated with recycling-related proenvironmental behavior. © 2006 by Bellwether Publishing, Ltd.

    Using data from public opinion surveys on Hubei Province and Jiangsu Province in China, we analyzed the relationship between the people's attitudes towards the environmental protection and the economic growth. Majority of people preferred the environmental protection to the economic growth, and the factors of this preference are not their income level, nor the recognition of the seriousness of environmental issues, but their educational level, age, regions they live, and main information sources such as newspapers.

    This paper seeks to understand what factors contribute to voluntary adoption of the ISO 14001 environmental management system by private sector facilities in Japan. A model based on regulatory, competitiveness, social responsibility and organization theory is applied to 1999 survey data. Analysis shows systematically different factors to be important indicators of voluntarism in different industries and for facilities at different stages of certification. First adopters and second adopters appear to be fundamentally different types of organizations driven by different internal and external factors. Although results do not indicate a clear causal linkage between ISO adoption and greening activity, evidence shows that at least two different stages of adoption have taken place in Japan and that ISO adoption is associated with environmental action.     We investigated the effects of mass media on the distribution of knowledge about the environment. We asked 12 questions concerning science and environmental issues for nationwide respondents, who were randomly sampled 16 years and older, male and female adults. We found the distribution of the knowledge scores, derived from the number of correct answers to the questions, to be significantly related with gender (positive for males), age (negative for older age), educational level (positive for higher education), and marriage status (positive for married respondents), and also positive for media exposure. Respondents who contact regularly with current issues program, news, documentary on TV program, health and medical issues, domestic policy issues on newspaper items, and science magazines have higher knowledge than others. Those who contact with sports programs and drama programs on TV have less. These findings demonstrate significant media effects on environment knowledge of people in Japan.

    We analyze the attributes of people and especially housewives who act for and join environmental groups. Our hypothesis is that there has been a large increase in social movement participation among married women, going beyond passive concern. Social participation by women has been widely discussed in the fields of feminism and social movement studies. In Japan, for example, Ueno (1994) discussed housewives who actively join social networks. They belong to upper social class, are highly educated, and have enough time and income to join. Yazawa and et. al.(1993) made detailed survey in Yokohama City and sub-urban areas; their conclusion was the most of the housewives who join network activities had almost the same profile found by Ueno. The PTA(Parent and Teachers Association) activities of their children&#039;s school was the first opportunity to participate in such social activities. Data comes from interviews with a nationwide stratified random sample of 5,000 housewives(80.5% of them - 4,025 - responded), completed in summer, 1990. We focused on the characteristics of those who joined &#039;waste management groups&#039;. Some significant relationships with variables, - &#039;Husband&#039;, &#039;Occupation&#039;, &#039;Family income&#039;, &#039;Educational stage of children&#039;, &#039;Age&#039; - were found using multiple logit analysis. We conclude that housewives who join environmental active groups have very similar attributes as married women in the wider social movement.

    Yokohama City Office has one of the pioneering project named 'Simin no Mori (The City Forest),' which land owners suffers from less restriction of their property right. 0ur purpose is to investigate why this project could involve many forest owners, from the view point of managementlabors, high municipal tax, high inheritance tax. The result is as follows. 1) According to our estimation of municipal and urban planning tax amount, land owners receive enough pecuniary benefits from tax exemption, and also from bounty, 2) This system involves not only land owners themselves, but also their neighbors, who are the members of their communities and work together, and city office subsidizes its cost. 3) The city office buys land if necessary, especially in Sigaika-kuiki.

    The feasibility of CO2 emission reduction by residents&#039;actions was evaluated and their inhibiting factors were analyzed by type of families, using questionnaire survey to 1, 050 respondents in Matsudo and Maebashi. The results are as follows ;1) The amount of feasible reduction was estimated at about 2% of total domestic emissions from energy consumption. The effective actions to reduce emissions are &quot; cutting family car use&quot;, &quot; choosing a fuel efficient car &quot;, &quot;insulating of houses&quot;.2) The main inhibiting factors were ; a) sanitary problem and time-consuming are the main inhibiting factors for housekeeping and efficient resource use action, b) social customs for lifestyle, c) the cost for insulation, and d) recreational activities for caruse.3) The analysis by family type revealed that families in rural areas and those other than salary earners have larger practicability of the actions than those with frequent house moving and big families.

    Recently forest land have been changed to other land use rapidly, such as residential area, road, etc. Many land use policies have been in force, but they are still fumbling. In order to make these policies effective, it is important to grasp the behavior of residents and landowners. We focused on the behavior of forest landowners and to investigate the incentives for forest conservation policies. We interviewed landowners in Kanagawa Prefecture to clarify their situation and investigate their behavioral pattern. The results from interviewing are as follows. (1) The more agricultural labors the landowners have, the more concentrative forest work have been done, such as mowing, inspecting and so on. (2) The returns from forest are negligible, and the municipal property tax and inheritance tax are quite high, especially their piece locates in Shigaika-Kuiki (urbanized area). (3) In the future, most of landowners think they would have to sell their land including forest because of their inherence tax. (4) Whether they offer their land to environmental use or not depends on these conditions such as their agricultural labor, how much their municipal tax are, the location of their forest and whether they have extra estates or not.

    Conventional nature conservation policies have mainly focused on rare or endangerad species. In recent years, however, it is widely recognized that suburban forests play an important role from the viewpoint of nature conservation. In order to make conservation policies effective, it would be necessary to evolve method to evaluate the importance of forest areas. Proposed here is an index for evaluating quantitatively the degree of importance of forests. This index is formulated due to the following procedure ; (1) selecting factors, such as &quot;degree of human disturbance of vegetation&quot;, &quot;area extension&quot;, &quot;existence of specific species&quot;, and &quot;fragility of soils&quot; through interviewing an administrative expert, (2) Delphi method and the part of AHP method has been applied to derive evaluation functions through the knowledge of expert group, (3) evaluation functions are aggregated by multiple type function to provide a comprehensive index . Then the index has been actually calculated in Kanagawa. This index system, both framework and procedure, are generally applicable. Hence, they could be widely applied to nature and forest management for other areas.

    Our objective was to make a additional suggestion in making the municipal plan for preventing global warming with green Strategies. By reviewing representative existing 41 plans, we found that various types of measures related to greens have been prescribed. The results of our questionnaire survey suggested that municipalities tended to prescribe suitable measures for their regional characteristics. However, most municipalities have not formulated their plan, especially in the important area for carbon sink. National policy strategies that account for this trend of municipal plan are needed.

    Our purpose is to investigate the responses of the irrigation pond management organizations for sustaining ponds in North and East Harima region. We interviewed 26 pond managers and some administrative officers in that region. As a result, there are multi-layered land-rights organizations separated from water-use groups in urbanized region. And property ward "Zaisan-ku" stock the sales profit of pond in their organization, and offer the expenses for water-use groups to repair work of their other pond.

    In recent years, among the causes of eutrophication in semi-closed water areas, domestic wastewater represents a high percentage of the total pollution load. So of measures must be worked out to reduce the polltion load by housefold effluent. The role of local residents has gained considerable importance to implement these measures fruitfully.<BR>The purpose of this paper is to analyze local residents' consiousness to measures for household wastewater through questionnaire surveys in a model area. First, residents' consiousness to their neighboring environment and their need of wastewater treatment facility is analyzed. Residents who live in an undesirable environment appreciate the necessity of wastewater treatment facilities, but their willingness to pay for such costly measure is not high. And so they expect financial support from the local government. Second, the effect of environmental campaign activities is analyzed. The significance of campaign activities is to graw residents' awareness of their neighboring environment and to sustain their attention to the environment is an important key to realizing a better environment.

    The purpose of this regional planning study is to explore a little further into the needed policy reform for agricultural reconstruction to recover the beautiful and vital rural area in Japan, making use of the multi-purpose use structure of rural space. Economic, environmental and social perspectives were taken. Arrival points of regional planning theory, the reality of rural area and agriculture, the content of the reform aimed for agriculture reconstruction that is needed in the future, were summarized. Based on field work, field survey and discussion among research members, a final report was prepared. In the spring meeting of the Association of Rural Planning, which is the most relevant academic society, the final report was distributed to the participants.

    The management scheme of peri-urban landscapes, having scattered vacant lots generated by shrinking city phenomenon, was discussed with the standpoints of both vegetable production and land management. The discussions are based on the data which obtained by the measurements of the amount of vegetables and the identification of vacant lots distribution in the case study sites. In addition to this, qualitativeinterviews to the urban gardeners were conducted in order to understand difficulties when they start the farming activities in vacant lots. In the final section we discussed the possibility to form the garden city in Japanese context, supported by the new agro-activities by urban residents.

    本研究課題では、環境負荷と家計の行動に着目し、さまざまな統計データを用いてのその関連の把握を試みようとしたものである。本年度は、特に家計の消費行動と、二酸化炭素の排出に着目し、まず最初に、家計の属性と直接エネルギー消費との関連を分析した。さらに直接エネルギーからの排出を含む家計起因の二酸化炭素排出量と、家計属性との関連を分析した。データは主に総務庁統計局による平成元年度全国消費実態調査のうち勤労者世帯を対象とした。
    家計の属性と直接エネルギー消費の関連については、以下の点が明らかになった。
    1)全国消費実態調査のデータに加えて、累年気候表を用いて、直接エネルギー消費を被説明変数とし、家計属性、地域の気候を説明変数として、重回帰分析を行った。その結果、集合住宅居住世帯では税引き後所得、0〜3歳児あり、家族人数、年最高気温、秋期最高気温、及び北陸、中国、九州、沖縄の地域ダミーが有意な変数として取り上げられた。また、一戸建て居住世帯では税引き後所得、共働き世帯ダミー、太陽熱温水器所有ダミー、世帯主年齢、家族人数、常用労働者世帯ダミー、秋期日照時間、及び北海道、東北、関東後いきダミーが有効な変数として取り上げられた。
    2)重回帰分析の結果取り上げられた太陽熱温水器の所有ダミーの値を用いて太陽熱温水器使用の効果を評価したところ、太陽年限程度で元がとれることがわかった。
    3)さらに産業連関表からもとめられた値を用いて、家計のCO2総排出量を被説明変数として同様に回帰分析をしたところ、税引き後所得、居住住宅面積、家族人数、世帯主年齢、太陽熱温水器、自家用車等の所有ダミー等が有意な変数として取り上げられた。

    The purpose of this study is to analyze effectivenss of policies which have been introduced for air pollution abatement, waste disposal and conservation of forest and to clarify necessary conditions for establishing sustainable society by means of recycling system.
    The first part studies environmental tax and argues environmental resource accounting (ERA) from the point of macroeconomic view. A set of equations are identified that relate the reduction of CO_2 to carbon tax based on the translog cost functions of industries, and recessary carbon tax rates for reduction are esimated. Also shown are the prospects and the requirements for adapting the ERA to system analysis.
    The second part gives the analysis of the quantitative charge on wastes emission and the one of possibilities of establishing recycling system for waste problem. Findings are as follow,
    (1)the proportinal user charge gives households an incentive to reduce wastes,
    (2)it guarantees fairness among residents of whom some reduce wastes and others do not,
    (3)it gives rise to incentives to manufacturers and distributors for reduction of potential waste associated with products, and
    (4)a reduction of wasters by 20-40% is expected from user charge systems as evidenced by an empirical study.
    Financial analyzes of recycling companies of four types bring out their profit equations, which enable us to identify the factors that influence their profitability and to estimate the results of introducing economic instruments. A simple mathematical model also shows the instability inherent in the recycling system.
    In the last part, discussed is the conservation of forest in metropolitan area. An investigation into the case of "the Forest for Yokohama Citizen" clarifies individual incentives of land owners. Findings are that conservation by land ownres has been successfully realized owing to the increase of property tax and the expected increase of death duty through the land price rise over wide area.
