    The question is whether we should promote and practice adult education at public expense. This problem about the necessity of public adult education has been accounted for by the promotion of decentralization. We can assume two choices for putting the autonomy of citizens into practice. One is a view that we can reduce the responsibility for informal adult education because it is enough for them to learn on a voluntary basis. The other is an idea that it should be necessary for adults to have the opportunity for continuous or complementary education for the sake of democratic governance. Wide differences exist among individuals in educational achievements ; therefore, it is important for them to have enough chances to learn at any one given point in time. This paper examines empirically whether and how adult education has any possible effects for people's psychological involvement in politics as active citizenship, and then considers some policy proposals. A logistic regression analysis to confirm any effects of formal and informal education and non-formal lifelong learning on people's political engagements was made which especially focused on the degree of psychological involvement, which can be strongly affected by education. Dependent variables dealt with as cognitive variables of political engagement include the sense of political efficacy and political obligation. Independent variables are schooling, informal adult education and non-formal lifelong learning, with certain variables added about individual attribution and other social factors for control. The analysis is based on the integrated data of JGSS-2000 and JGSS-2001. The findings of this analysis are as follows : 1) The higher the level of schooling achievement, controlling for other demographic variables, the more they feel political efficacy and political obligation. 2) In addition, their experience of informal adult education courses and reading books have positive effects on psychological involvement in politics. 3) Political obligation is affected by people's participation in hobby groups and hobby-oriented educational courses besides belonging to voluntary groups. These findings demonstrate the relationship between psychological involvement in politics and participation in lifelong learning besides schooling. While the sense of political efficacy is enhanced with pragmatic and technical knowledge, the sense of political obligation is improved with academic knowledge and social networks based on various group activities. Therefore, policy proposals might be as follows : First, courses, including lectures on pragmatic and technical contents, should be instituted to lend intensive support to people who have not experienced higher education. Second, governments and public agencies should not only allow the market to provide multiple programs and courses of adult education but also to promote and support people's participation in informal educational courses and non-formal learning networks.

    How public is "public" education? And how much public is the Japanese educational system? These questions imply the difficulty of giving some legal definitions to public education. One of the critical issues about the Japanese educational system is to what extent the administration should be concerned in home education and in educational activities in society. The purpose of this paper is to demonstrate the philosophy by which the "public" education is distinguished from the "private" one. We can recognize two notions of "public" education. One is the constitutional public, and the other is the public based on citizenship. I suggest that it's necessary for the educational system to have the common idea of public education.

    The purpose of this paper is to examine "network" for education, such as collaboration between school and local community, being assumed self-directive management of school and independence of community residents. It has been said that from now on public administration requires transparency, accountability, participation, and equity. Such a new style, or systems, of governing can be seen as "governance". One of the most significant "governance" patterns is network-based. Network is more expansive and uncertain than government. It has a multiple of patterns and mutual interdependence. Incentives are needed in order to form it, as participants determine whether or not to participate into a network. In addition, it's critical to take into account the degree of cohesive and the regulatory cost for exchange. I focus on a case as an example of making networks, which is Oita prefecture's promotion project for collaboration between schools and local community. From my observation of this project, I suggest that it needs the function of each secretariat, which is at school, in community, and in local government, and that it emphasizes the settings of network area and the dynamics of social activities.

    It has been a crucial issue for studies of educational administration to consider the notion of "public, " the logic of which justifies the actions and organizations of educational administration. Thus, how we define "public" determines the functions of the public education system and the roles of educational administration. Previous studies have attempted to understand "public" in terms of the nation' s or the citizens'. However, I would like to propose that a unified view of the two is needed, and that the citizens' "public, " which is of a practical nature should be embodied within the nation's "public as a formal public system." The nation, the market, and the community are essential elements for today's education system, and the notion of "public" should be considered to reside within the arena where they coexist. Then, how we define the roles of the public education system and design it warrant an investigation. Furthermore, where the legal division between "public" and "private" is blurred, the relationship among the nation, the market, and the community, and, moreover, the relationship between "public" as societal welfare and "private" as individual's rights need to be examined.

    In contemporary political circumstances, civil society is expected to play more important role. That's why we need to give much thought to the role of local governments on social education. The purpose of this paper is to examine the significance of "classes and courses" provided for social educational facilities and administrative agencies. First, I focused on volunteers as a major actor of the civil society and analyzed the relationship between motivations of citizens to participate in volunteer activities and "classes and courses". Secondly, I noticed regional varieties of the conditions for the local governments to provide "classes and courses" and speculated about "Local Optimum" from the aspect of administration of social education.

    For some time, researchers and workers in adult education had deliberated the meaning of the "right" to learn. Now, I think the meaning of the "right(s)" in lifelong and adult education has been changing by degrees. The purpose of this paper is to debate on the concept of the "right(s)" in modern society or governance today. In this paper, I argued this subject in terms of law and philosophy, especially being premised on arguments on the constitution. In the governance study of lifelong and adult education, the concept of the "right(s)" has had significance, and then will have. But I suggested that the "right(s) have limitations and the margin. As researching, we need to deliberate the efficacy and the extent of "right(s)".

    The purpose of this research is to collect and examine positive examples of measures for supporting impoverished children and rectifying educational disparity in both Japan and abroad, as well as to provide helpful ideas for education policy-making in Japan.
    For this purpose, the factors that function as a safety net for children were analyzed and organized on the basis of discussions with researchers in the voluntary sector field, along with visits to non-profit organizations (NPOs) in Japan and the USA, associations in France, and charities in the UK.
    The challenge of child poverty, recent education trends in different countries, and the initiatives of voluntary sectors are addressed in a book titled Social Safety Net: The USA, France, The UK, and Japan, published by Nippon Seinenkan in February 2019.

    This study explores what makes citizenship learning of the adolescents effective. First, whether adolescents have opportunities of social learning such as experiential learning activities is of importance. It has also a great influence on the lifelong development of their citizenship competencies later on. Secondly, the role of adults around the adolescents is critical. The more the adults participate in lifelong learning, the more effectively they facilitate the learning of adolescents. Thirdly, there are actually social disincentives to come to and to keep learning activities, as exemplified by low income and low education. Finally, the dialogical approaches are beneficial and essential to facilitate the citizenship learning of adolescents.
