    The fundamental purpose of this study is to inquire Higher Education Quality Assurance(QA) and the feedback through the learning outcome achievement assessment. In this study process, we investigated ASEAN Higher Education QA Framework, and the QA system of Malaysia Vietnam, and Indonesia. To make up for this investigation, we researched the specialized accreditation system in America, and a trend of European and American theories about the learning outcome achievement assessment.
    Finally, we published the study reports twice as research results.

    As a result of interviews with 10 universities, we found that there are roughly two elements in quality improvement and quality assurance efforts. One is the approach to individual faculty members. Specifically, it is a type in which organizations such as IR and IE gather and analyze data related to education of teachers to the utmost, and at the same time gain understanding of teachers in quality improvement efforts by returning the data analysis result to the faculty as much as possible.
    Another type is that seeks to improve the quality of the organization as a whole by bottom up while involving many faculty members at committees and others.
    It is considered that a system to tackle the bottom-up type of education by teachers who are motivated to make efforts to improve education by combining these two will be developed for the first time.

    This study aimed to enhance the effectiveness of quality assurance about Japanese professional school through learning outcome, which is the indicator of evaluation about higher education.
    To achieve the purpose, this study project firstly implemented an on-site visit to search the professional school of public service in China and Korea. Secondly this study project executed an on-site visit to search the professional school of public service in England and Australia, which higher education quality assurance is done according to qualifications Framework. Thirdly this study project inquired the NASPAA Accreditation Standard to ensure excellence in public service graduate program in writing. In addition, to understand of the concept about learning outcome, this study project fourthly investigated the Higher Education Qualifications Framework which started to function in ASEAN region.

    This research aimed to inquire into the Japanese scheme for improvement of professional graduate degree program quality assurance through comparative study of the public administration graduate degree program evaluation system in America and Europe.In America, The National Association of Schools of Public Affairs and Administration(NASPAA) accredits professional degree prpgram by the method of learning outcomes assessment, and European Association for Public Administration Accreditation(EAPAA) in Europe also. This research especially examined effectiveness and international validity of both accreditation systems. On the base of results, this research clarified the progressive plan of quality assurance about public administration graduate degree program in Japan. Additionally, this research grasped the strategy of international accreditation by International Association of schools and Institutes of Administration(IASIA).

    We conducted following research to the 6 universities and 3 accreditation agencies in Japan in this study. 1. How are the universities going to position or redefine the general education in a relation with the major program in their under graduate program? 2. How are they going to assure the quality of general education? Also we investigated 7 universities and 2 accreditation agencies in U.S. The inquiry is as follows. How does the university perform general education while making much of the measurement of the learning result?
    In comparison with American university, we acquired basic knowledge (about the way of organization and practice of quality assurance) on thinking about the future of the culture education of the university in Japan from these findings.
    We published these knowledge and the documents as a report.

    This study aims to provide practical suggestions on how quality assurance should be conducted at overseas branch schools established by Japanese universities under Japan's quality assurance system for higher education, which is currently shifting toward a post-check system. We examined the situation of quality assurance in branch schools and degree-awarding education programs established beyond national borders to clarify their characteristics and inherent problems in the United States, Britain and Australia where there are advanced quality assurance practices for higher education.
    The outline and results of our surveys and study are shown below.
    In the United States, we conducted a questionnaire survey of six accreditation associations which are, as voluntary organizations, responsible for quality assurance in education programs provided overseas, and interviewed two organizations. These surveys revealed that overseas education is provided in various forms, and that the quality assurance system is firmly established for programs of a certain scale, while many small programs are not properly evaluated.
    In Britain, we visited an evaluation organization in which the Quality Assurance Agency (QAA) for higher education undertakes quality assurance for all kinds of university education both at home and abroad, and one university which has overseas branch schools. Through the visit to this university, in particular, we studied the situation and problems in quality assurance of overseas branch schools.
    Australia has actively provided education programs outside of the country as a national policy, and many Australian universities are active in Asia too. We visited the Australian Universities Quality Agency in charge of quality assurance for such education programs as well as three universities in Australia.
    We found that each evaluation agency and university in those three countries tries to conduct quality assurance for overseas education programs by comparing the quality with the level in their own country, and the burden incurred is considerable.
    We also learned that overseas education programs are provided in various forms, and the quality assurance system is firmly established for programs of a certain scale, while many small programs are not properly evaluated
    Evaluation organizations in the countries carry out unique activities and try to reduce their burdens. Above all, Australia's new attempt to collaborate with evaluation agencies in partner countries is a very effective approach that will serve as a useful reference for Japan.

    The purpose of this study is to examine evaluator training programs offered by external quality assurance agencies in the United States and four European countries, and based on the results, to seek desirable training programs applicable to Japanese accrediting organizations. The outline and results of our study are stated below.
    1.The questionnaire survey was conducted at Japanese universities nationwide in order to determine the status of internal training programs thus enabling evaluators to carry out "self-study" within each individual university and to search for "desirable evaluator training programs" that each university may wish to receive from university accrediting organizations. The response rate was 78% of those surveyed, thus demonstrating a high level of interest regarding this issue.
    2.To learn about evaluator training programs employed by the US university accreditation system, the scope of the survey included a total of ten institutions, specifically, four regional accrediting organizations and six specialized and professional accrediting organizations. The survey was conducted by two methods : 1)participation in training programs offered by three of the organizations and 2)interview of eight of the organizations. Such research in the United States enabled us to deepen our understanding of the current conditions of their evaluator training programs and to facilitate our collection of related materials. We were thus able to offer a better contribution to the improvement of evaluator training programs in Japan.
    3.Through this survey, which was conducted in four countries in Europe, namely United Kingdom, Netherlands, Germany and France, it was found that evaluator training programs are not provided in these countries, with the exception of the United Kingdom. Nevertheless, by learning about each nation's educational reform movements aimed at attaining higher quality assurance in their systems of higher education, as based on the "Bologna Declaration," we were able to obtain useful suggestions on the proper level of quality assurance that should be achieved by Japanese universities after implementation of the certified evaluation system. It was also discovered that although they employ different evaluation systems, the United States and United Kingdom have similar ideas regarding evaluators and their training. Therefore, Japanese accrediting organizations have many things to learn from the training programs of these two nations, despite of a slight difference in actual practices.
