He received his PhD from the University of Tokyo and MLA from the University of Washington. His current research interests include intermunicipal cooperation, shrinking city studies, real estate analysis, and urban planning.

    People’s preferences regarding their neighborhood environment can vary depending on their socioeconomic status and the cities where they live. This study aims to discern the relationship between neighborhood environment factors and single-family detached house sales by sale price and by central and noncentral cities. We analyzed sale prices in the Tokyo Metropolitan Area from 2015 to 2020. The neighborhood environment was assessed using flood/sediment risk and neighborhood walkability measured by net residential density, intersection density, and facility density (walking opportunity). Flood and sediment risk is a major concern that restricts the available land and is included as a negative aspect of the neighborhood environment, taking the topographic features into consideration. A comparison of the results showed that the preference for neighborhood walkability varies by socioeconomic status as well as by target cities. For most facility types, the number of walking opportunities within walking distance from houses was found to be positively related to the sale price of single-family detached houses in all quantiles. The relationship of house price with population and intersection density was found to vary depending on the price level, with a negative relationship with the sale price of relatively more expensive houses being exhibited. People who considered buying houses with relatively higher sale prices were found to devalue houses located in flood/sediment-hazardous areas more. However, it was also found that the negative relationship was slightly mitigated in the highest quantile of sale prices for houses in areas with a moderate flood risk (maximum flooding depth: 3–5 m). Plains near rivers with amenities offer high walkability but pose a flood risk, resulting in a trade-off between flood risk and neighborhood walkability. The findings suggest the use of indices representing diverse preferences in accordance with the target socioeconomic status when policymakers assess the neighborhood environment.

    Purpose

    This study aims to explore the spatial externalities of apartment vacancy rates on housing rent by considering multiple vacancy durations.

    Design/methodology/approach

    This research uses smart meter data to measure unobservable vacant houses. This study made a significant contribution by applying building-level smart meter data to housing market analysis. It examined whether vacancy duration significantly affected apartment rent and whether the relationship between apartment rent and vacancy rate differed depending on the level of housing rent.

    Findings

    The primary finding indicates that there is a significant negative correlation between apartment rent and vacancy duration. Considering the spatial externalities of apartment vacancy rates, the apartment vacancy rates of surrounding buildings did not show any statistical significance. Moreover, quantile regression results indicate that although the bottom 10% of apartment rent levels showed a negative correlation with all vacancy durations, the top 10% showed no statistical significance related to vacancies.

    Practical implications

    This study measures the extent of spatial externalities that can differentiate taxation based on housing vacancies.

    Originality/value

    The findings indicate that landlords have asymmetric information about their buildings compared with the surrounding buildings, and the extent to which price adjusts for long-term vacancies differs depending on the level of apartment rent.

    This study examines regional differences in local environment factors to better understand the sustainability of local governments indexed by per capita public spending. Under the condition of heterogeneous population size, we examine how factor characteristics differ depending on the spatial context represented by the urban area category. By employing a Cobb–Douglas cost function with congestion effects on public service provision, the estimated factors enable us to articulate major factors and differences in cost-efficiency between urban area categories. We found that statistical significance and even the signatures of local environment factors differ depending on the urban employment area category. Regarding factors such as the ratios of employees in secondary and tertiary industries, these did not tend to be statistically significant in small-sized urban areas, while small-sized cities in large-sized urban areas were likely to gain confidence intervals. Moreover, we did not observe any statistical significance for the ratio of elderly people due to the balance of spending between national and local governments. These findings could contribute to sustainable management of cities in the advent of population decline.

    Real estate information database, an influential data source for comprehensive understanding of real estate transactions, has some problems, since the database is created by multiple real estate intermediary agents. Particularly, we confirm that there are substantial duplication in condominiums and apartments, and thus, it is necessary to integrate the duplicate records together. We regard the task as one of record linkage problems, and develop the model integrating the high likelihood of dwellings with the application to existing data handling techniques such as hierarchical clustering. We then validate whether the integrated records by the proposed method achieve practical recall and precision.

    Abstract. Vacant housing detection is an urgent problem that needs to be addressed. It is also a suitable example to promote utilisation of smart data that are stored in municipalities. This study proposes a vacant housing detection model that uses closed municipal data and considers accelerating the use of public data to promote smart cities. Employing a machine learning technique, this study ensures high predictive power for vacant housing detection. The model enables us to handle complex municipal data that include non-linear feature characteristics and substantial missing data. In particular, handling missing data is important in the practical use of closed municipal data because not all of the data are necessarily absorbed to a building unit. Consequently, the model in this analysis showed that the accuracy and false positive rate are 95.4 percent and 3.7 percent, respectively, which are high enough to detect vacant houses. However, the true positive rate is 77.0 percent. Although the rate is not low to some extent, selection of features and further collection of extra samples may improve the rate. Geographic distribution of vacant houses further enabled us to check the difference between the actual and estimated number of vacant houses, and more than 80 percent of 500-meter grid data are with below 10 errors, which we think, provides city planners with informative data to roughly grasp geographical tendencies.

    Massive building demolitions were accomplished in eastern Germany from 2002. This study investigates the relationship between current land use after the massive building demolition and demolition plan and future land use policy focusing on large housing estates in Marzahn-Hellersdorf, Berlin. Based on literature review, field survey, and a series of quantitative analyses, following results are shown. First, building demolition sites generate various types of both public and private reutilized spaces. Second, building sites were subject to marketing during an early stage, or were transformed according to housing needs and location characteristics. Third, once building demolition sites have been designated as activated open spaces, the sites are likely to be preserved as open spaces.

    The issue of vacant houses is receiving increased attention in the field of urban policy and planning in Japan. We aim to describe the factors of vacant houses that lead to abandonment from the perspectives of the characteristics of the built environment and property owners using a logistic regression model to analyze the relationship between housing abandonment and these characteristics. There were five major findings. First, building age and attachment to a road less than four meters wide increase the probability of housing abandonment, although urbanization before 1960 lowers the probability. Second, an exclusively residential zone is more likely to be associated with floor area, which makes abandonment more likely and building age in this zone has a positive relationship particularly to an overgrowth of trees. Third, the further away the property owner's own residence is from the vacant house, the greater the likelihood that it will be abandoned. Fourth, vacancies owing to the demise of the previous occupants significantly raise the likelihood of housing abandonment. Fifth, the probability of housing abandonment is extremely high when the owner of the vacant house is unknown.

     Far suburban residential areas, located around 50 km from Central Tokyo, are facing problems such as a decreasing and aging population and an increase in the number of vacant houses. One solution to these problems is promotion of “<i>kinkyo</i>” (living near relatives). When a young household lives near their parents, they can receive childcare support from their parents and the parents, in turn, may be cared for by their children in the future. However, the current situation of <i>kinkyo</i> cannot be determined from existing statistics and its benefits have not been proven with evidence. We aimed to grasp the current situation of <i>kinkyo</i> and prove its benefits in Koma-Musashidai District in Hidaka City, Saitama, Japan. Approximately 5000 people from 2000 households live in the district.<br> First, we conducted a questionnaire survey of residents with the cooperation of the residents' organization in November 2015, to which 611 householders or their spouses responded. Next, an interview survey with the only real estate agent in the district, which deals with approximately 80% of real estate transactions in the district, was conducted in January 2017 to ask about transactions between 2010 and 2016. Then, we conducted a word-of-mouth survey of residents to get information on positional relationships between parent-child <i>kinkyo</i> pairs on a housing map in September 2017.<br> The results of the questionnaire survey showed the proportion of residents who lived near their parents or children was more than 10% and around one-third of young (<45 years old) households responded that their parents lived in the same district. Significantly high percentage of households who lived near their parents inhabited townhouses, which occupy around 20% of housing in the district and are smaller and less expensive than detached houses. The proportion of <i>kinkyo</i> in real estate transactions was around 20% and pregnancy or the birth of grandchildren was often a trigger of a child's household move into the district. Regarding positional relationships between parent-child pairs, they tended to live in the same neighborhood among seven neighborhoods in the district and parent-child pairs lived significantly nearer on average than randomly selected pairs from all houses in the district. Regarding the benefits of aged parents living near their child's household, the child or his/her spouse routinely went shopping on behalf of the parents; therefore, they tended to have significantly less inconvenience than other aged residents. Additionally, aged parents tended to have less anxiety regarding continuing to live in the district and their home as their final abode, as well as better self-rated health.<br> The findings of this study on the current situation of <i>kinkyo</i> and its benefits provide evidence for the promotion of <i>kinkyo</i>. Residents' associations could serve as the voices of aged residents who live near their children and enjoy the benefits of <i>kinkyo</i> to other residents in the district and their children living outside of the area. Real estate agents should deliver information about newly vacant properties within a neighborhood to its residents first because parent-child pairs tend to live close to each other. The municipality should moderate the required conditions of subsidies for the promotion of <i>kinkyo</i> because households moving into the district previously did not meet its strict conditions.

    The issue of vacancies has been receiving increasing attention. We aim to describe factors and tendencies of housing abandonment from the perspective of the built environment and property owner characteristics. Using logistic regression, we analyzed the relationship between housing abandonment and the characteristics, and three major findings were clarified. First, building age and attachment to a road less than 4 m wide raised the probability of housing abandonment. Second, floor area was positively related to housing abandonment in exclusive residential zoning areas only. Third, a relationship was seen between several property owner characteristics and housing abandonment.

    The aim of this research is to analyze the natural and cultural resources of open spaces based on watershed unit. The study area is Sennan region, Miyagi prefecture. The methodology of this study is to examine the natural and cultural resources such as naturalness of vegetation, the rate of agriculture, and the distribution of temples and shrines quantitatively utilizing GIS. As a result of analysis, three outcomes were clarified. First, the study area was able to be divided into three or four segments. Second, by analyzing vegetation naturalness, biomass energy, and agricultural rate, comprehensive understanding of natural resources was illustrated. Third, the rate of flooding and the distribution of disaster enabled us to appreciate that most cultural resources were suffered by tsunami on law lying drainage basin. All in all, as a framework of open space analysis, effectiveness of the idea of watershed unit was clarified.

    On March 11th, 2011, tsunami devastated the Pacific coast of north-eastern Japan. The paper aims to clarify the detail damage situation and the disaster prevention function of Igune. The target area is rural settlements in the coastal area of Iwanuma City. The following two points were mainly clarified. Firstly, Igune is mainly formed by Japanese cedar, which is not tolerant of salty environment. Igune in flooded areas died and has subsequently been cut down. Secondly, Igune reduced tsunami damage. Some reduced the impact of the tsunami damage and prevent the inflow of driftwood and debris with their east part. And others prevent the outflow of houses and household belongings with their north or west part.

    The aim of this research is to clarify how vacant spaces in Tomo district are distributed and how they have been utilized through accumulated changes. Those vacant spaces can be classified into nine types in terms of location, process, and users. Some vacant spaces are richly utilized by the surrounding neighbors without any relations of their owners. Such a common use is only found at the historical urban area, not at the landfill zone, and is likely to happen where residents have known each other before it becomes vacant.

    The aim of this research is to clarify the correlative relationship between natural condition and the tsunami and earthquake disaster, and how the target area develops in relation with the natural condition by creating a map which illustrates the units of natural sites. As a result of analysis, three outcomes were clarified. First, correlation with the units of natural sites was observed with respect to land use change. Also, settlements onto specific units of natural sites, which are not suitable for settlements, had incurred more severe damage during the disaster. Second, natural site units were classified depending on the situation of the tsunami and earthquake disaster. Third, natural site units provide a better way to reconstruct settlements against earthquake-tsunami disaster as an urban planning technique and a sustainable way for regional structure.

    本研究は、電力スマートメータを用いて電力消費量から空き家率を推定し、家賃をはじめとする住宅特性や周辺環境との関連を分析するものである。本年度の主な実績としては、電力消費量から推定したメッシュ単位の戸建て住宅空き家率について地域特性との相関分析を行い、その結果が学術論文として採択された。以下、戸建て住宅空き家率の分析結果について述べる。
    戸建て住宅の空き家は、これまでに現地調査による目視観測で空き家判定がなされていたが、そのような方法では多大な時間や費用がかかるとともに、その空き家期間についても明らかにできなかった。空き家は、長期的に放置されることで管理不全化する可能性があり、そのような空き家は対処が必要なものとして住宅施策において重要な情報となる。そこで、本年度はスマートメータを用いて空き家期間に着目しながら空き家の地理的分布傾向を把握し、地域特性との関連を明らかにした。主な知見として、都市区分で分割した際に空き家と地域特性との間に構造的な差異がみられた。説明変数によっては、空き家期間に関わらず統計的に有意な相関を持つもの、都市区分によりその有意性が変化するもの、空き家期間によって推定係数値の大きさが変化するものがあった。例えば、市街化区域では施設利便性が重要な因子として空き家期間と比例関係にある一方で、市街化調整区域やその他の区域でそのような傾向はみられなかった。総じて、本研究はこれまで都市・不動産部門で利用されなかったスマートメータ情報の有用性を示すとともに、空き家期間と包括的な地域特性との関係性を明らかにしたといえる。
    以上より、令和3年度の研究は計画通りに進捗しており、来年度以降、現在までの進捗状況で述べる共同住宅空き家率を用いた分析結果については、国際誌を目指して論文執筆を進める予定である。
