The purpose of this research project is to establish a computer-supported environment to disseminate information on the movement of the Japanese statutes instantaneously, comprehensibly, and internationally. In particular, we show a method and its effectiveness to support translation, understanding, and dissemination of the Outlines of Japanese Statutes, summarized documents of the statutes.
As a result, we have developed methods for statistical Japanese-English machine translation of the Outlines, making them structured documents, compilation a bilingual dictionary of the multi-word expressions and its application to the statistical machine translation, and extraction and visualization of chronological change of a terminology for legal terms. In addition, we have extracted 2,750 bilingual legal terms from the Official Gazette in English Edition, and compiled a legal terminology which consists of 6,890 terms which are defined in the acts and currently effective. -

This research project, based on the information extracted from the biography of former Emperor Hirohito (Showa-Tennou-Jitsuroku), analyzes the authoritarian regime centered around the former emperor and its transformation from the Meiji to the postwar period.
(a) This research formulated text data from the Emperor's biography and extracted the name and title of the individuals who were presented at Court. As a result, we could extract the names and titles of 44,322 presentees. A look at the list reveals that Imperial Princes, Lord Keepers of the Privy Seal, and Ministers of the Imperial Household were frequently granted an audience to the former emperor. Also, we tabulated monthly data showing the number of meetings with the the former emperor by each person from 1941 to 1944 and found that this data may reveal an aspect of some historical events during the period. (b) Associated with the project (a), we built a retrieval database of the legal news (Houritsu-Shinbun). -

This project focused on the legal information of Japan, China, Korea and Taiwan (CJKT) and aspired to promote mutual in-depth understanding and study of comparative law. The results are as follows. The project developed through the CJKT collaboration an information sharing environment where 140,000 bilingual pairs (the original language and English) of statutes of the CKT, the digital images of Japan's English Official Gazette and 160,000 pairs of its bilingual text, and 13,000 entries of the standard translation dictionary of legal terms of the CJKT are compiled. The project developed the approaches for machine translation and the document type definition of Japanese statutes. The project learned the practice of Korea and the EU for "plain law" and developed a model of the "LawPack," an information package to enhance the knowledge of a particular legal topic. The "eLen" system with 980,000 rules of Japanese local governments made the crossover search on the stored data possible.

The purpose of this research is to establish technologies and environments for compilation and utilization of a terminology and a translation memory to support drafting and translating Japanese statutory sentences. We have complied a text corpus including all Japanese acts (10,067 acts) enacted after the World War II, a bilingual corpus including 1,624 acts (156,562 bilingual sentences) enacted during the period of U.S. occupation, and a translation memory including 259 statutes, i.e., acts, cabinet orders and regulations (147,119 bilingual sentences). In addition, we have developed methods for extracting legal terms by using shallow parsing (chunking) or document frequency, semantic category from bilingual terms, and definitions of statutory terms as well as semantic relations between them.

本研究の目的は、法廷弁論の教育支援のために、法廷弁論のシミュレータを開発すること、このシミュレータによって実際に利用される弁論データベース(以下弁論ＤＢと記す)を構築すること、及び、その過程で得られたノウハウや弁論ＤＢの分析により法廷弁論の教育方法に対する理論的基礎を与えることである。開発する弁論するシミュレータは、学生が自習用に使えるものを目指し、本格的な法廷弁論のシミュレータを提供するための基礎を与えることにもなる。この弁論ＤＢは、弁論シミュレータに用いられるだけでなく、弁論パタンや教育課題となるパタンの抽出のためにも利用される。

The aim of this research is to establish technologies for compilation and utilization of a syntactically tagged Japanese-English parallel corpus of statutory sentences to support drafting and translating Japanese statutory sentence. We have developed a tagging method of the dependency relation in the Japanese statutory sentences and compiled a tagged corpus consisted of 2,052 Japanese statutory sentences. In addition, we have developed various methods such as for automatically extracting important words and their context patterns, for retrieving frequently appeared phrases, and for retrieving English sentences which include the dependency relation given by input keywords.

(1) The project developed Bilingual KWIC. The project worked with Chung Cheng University of Taiwan to develop a Taiwan Law database (Chinese-English). The experimental database has been developed and made public. The project and the Ministry of Government Legislation of Korea pursued a joint project to develop a Bilingual KWIC of Korean Law (Korean-English). An experimental database was completed and is shared by the project and the ministry. The basis for comparative analysis of legal concepts in the region of Chinese characters is now ready for use. (2) The project digitalized the Official Gazette (English edition) and the result was published in PDF format. The work to convert the data into searchable data is on-going. The refined data will be used to improve the quality of the standard translation dictionary. (3) The project researched the possibility to support the process (drafting of bills, legislative changes to bills, publication and to amendments) by the information technology and, to integrate the statutory database into this e-legislation system. (4) The project clarified the list of headings to be compared (i.e. legislative history, social context, and so forth) and examined the method to generate compact and relevant annotations to laws. (5) The project began digitalization of Japanese translation of European laws during the late-19^<th> century. The Boassonade Draft of the Japanese Civil Code was digitalized and made public. The minutes of legislative process to amend the Old Civil Code to produce the New Civil Code were digitalized and the work to link the data to each provision is on-going.

メタ情報と自然言語処理に基づく法制執務支援システムの開発

本研究は,計算機による法制執務支援システムの開発を目的とし,特に,膨大な数の法令文書の構造化により,法令改正に伴う法令統合作業の自動化,高度化,迅速化が可能であることを明らかにする.本年度は,法令自動統合システムの実現と検証に関して,次の研究を行った.
1.法令文書用DTDの拡充
前年度に引き続き,わが国の法令文書の構造化のための文書型定義(DTD)を拡充した.特に,表,改正規定など,法令文書中に出現する複雑な構造を定式化する手法を明らかにした.
2.法令文書自動タグ付けツールの拡充
前年度までに開発した法令文書自動タグ付けツールを拡充したDTDに対応させるとともに,スクリプト化により使い勝手を向上させた.
3.法令自動統合システムの実現と検証
法令自動統合システムのプロトタイプを開発した.また,同システムの動作検証のために,法律17本(改め節965,改正箇所4,355)の新規制定時バージョンから一部改正法令に従って自動統合を繰り返し,現行バージョンと比較する実験を実施したところ,原データの誤植に伴うエラー,文字列の置換において,置換箇所の前後の文脈に注意して実行しなければならない場合を除き,良好な結果を得た.
4.構造化法令データの蓄積
主要法令101本の日本語原文および英訳,および,昭和22〜23年に新規制定された法律約300本について,構造化法令データを作成,蓄積した.なお,前者の構造化には,上述のタグ付けツールを用いた. -
Construction of Integrated Support Environment for English Translation of Japanese Statutes based on Structured Docurents and Bilingual Corpora

Since English translation of Japanese statues is a worldwide social demand nowadays, the purpose of this research is the construction of an integrated environment for the translation so that the problems concerned with the translation such as reliability, quality, systematicity, continuality, and accessibility can be solved. In this research term, the following results are shown:
(1) Support for bilingual dictionary compilation: to compile a bilingual dictionary for translation, an automatic extraction method of bilingual terms and support method of equivalent term selection are investigated in terms of the compilation of a large scale bilingual corpus.
(2) Tagging of syntactic information and its use: to utilize syntactic information included in legal sentences, a tagging method of it and a retrieval method which uses the syntactic information are investigated.
(3) Automatic acquisition of language knowledge from syntactic information : lb support translation by making a bilingual dictionary have rich information, a method to automatically acquire language knowledge from large male corpora is developed.
(4) Evaluation and edition of translations: a method to evaluate translations with respect to the compliance with the bilingual dictionary and appropriateness as English legal sentences and a method to automatically edit translations are developed
(5) Structurization of statutory documents: to dewlap advanced and easy use of statutory documents, DTD for Japanese statutes is proposed and structurization of them is promoted. An automatic consolidation system for the statutes is also developed.
(6) Design of social systems on translation and prospects about legal text processing: various problems in the construction of a social system for statutory translation and prospects on the application of information technology concerned with legal text processing are discussed.
The research results concerned with above (1) and (4) are utilized by the English translation project of Japanese statutes promoted by the Japanese government -
ネットオークションによる品質管理方式に基づく法律文書翻訳システムの開発と試運用

当初の研究計画に従い、収集・解析・評価/改良の順にスパイラルにシステム開発を進めた。特に、2006年度当初に計画として挙げた、翻訳品質のオーソライズの問題とその支援環境整備が課題であった。オークションの落札予算に比例するので、この実験ネットワークだけでは、品質の高いものは得られなかった。特に、最終的な実験の段になって、研究プロジェクトの会計処理の制約から、市場最低レートの支払い額を用意することも、研究としては無理であることが判明した。スパイラル過程での仕様分析を予定していたため、オーソライズ自体の直接サポートのための実験環境も用意できなかった。しかしながら、ソフトウエアルーツとしては、バージョン管理とワークフロー管理に関して初期の要求に適うシステムを実現した。実際には、政府主導で法令翻訳を進めるような人的環境の整備が実際に整いつつあり、本研究プロジェクトのメンバが中心となって支援した翻訳作業のコンテンツとなる辞書が構築され、逐次更新のシステムも提供したため、トップダウンに法令翻訳を行う限りでは、オーソライズの面は現実的に大きな問題とはならない。ただし、現実の翻訳品質は政府主導だからと言って十分高くなるとは限らないため、コストのかけ方によっては、やはり、本システムをさらに組み合わせて利用するという手段も可能である。また、直接の金品による落札でなくても、インセンティブの切替えによって、本システムを多少調整したカスタマイズを行うことで、様々なサイバー空間上の価値や名誉などを与えることも可能である。

In Japan legal education at the university has not provided professional legal education. The majority of students of law pursued their career in business or public sector and those who practice law were in a minority. But Introduction of the Law School system radically changed the scene. The part of professional legal education became the responsibility of the law school and teachers of the law school do not always have experience of professional training of future lawyers.
We have developed a new environment for professional legal education by utilizing computer networks and diverse computer tools. The environment consists of three main parts. The first is APRS (Anonymous Peer Review System), which enables students to assess anonymous reports of other students. The assessment is done anonymously via network. The second is DRS((Digital Recording Studio) and STICS (Stream Indexing and Commenting System which record and index students' performances. Comments from professionals and other students can be added to the video record so that students can receive feedbacks. The third is NLS (Nagoya Law School) syllabus system, by which students can view syllabuses via internet. And it accumulates the records of all courses, including handouts, and works as a platform of the other two parts.
Our research and development are not limited to a development of pragmatic tools. Our system can be useful for the accumulation and analysis of educational data. It will form a basis of the future theory of professional legal education. -
A Text Organization Method Based on Maximal Analogy

In the research project, an algorithm for extracting common abstract event sequences, given two or more documents, is presented. In order to avoid combinatorial explosions in matching more than two documents, the algorithm consists of two phases.
The first phase is basically a text summarization system taking balances between the importance of sentences in each segment in a given document and the importance of sentences to connect several segments. The latter importance is used to extract contextual sentences involving contextual words. In order to separate the notion of importance into the two as in the above, we compute a chunk of core sentences in each segment by a clique finding algorithm, and then calculate the degree of latter importance of sentences from the chunk just in the way used in KeyGraph. Finally, the overall importance is determined by a scheme very similar to topic-sensitive PageRank. We have made some experiments for newspaper articles, and verified its effectiveness.
In the second phase, we use the summarized document obtained in the first phase as a kind of source document. The summarized document preserves the structure of the original document at more abstract level. Therefore, for each event in the source, it suffices to find a similar event in a given target document. This drastically reduces the computational complexity need to build correspondence between the two documents. As a result, several document set is now summarized from a viewpoint of the source document by means of analogy. -
A Knowledge Revision Method based on Similarity Observations

We proposes a new framework of knowledge revision, called Similarity-Driven Knowledge Revision.
In our framework, the revision is invoked based on a similarity observation by users and is intended to match with the observation.
Particularly, we are concerned with a revision strategy according to which an inadequate typing in describing an object-oriented knowledge base is corrected and revised by specializing the inadequate types to more specific ones without loss of original inference power.
That is, a minimal revision can be achieved according to our revision framework.
In order to realize it, we introduce a notion of{\em extended sorts}.
An extended sort can be viewed as a concept that does not appear explicitly in the original knowledge base.
If a variable typing with some sort is considered too general in the original knowledge base, the typing is modified by replacing the general sort with more specific extended sort.
Such an extended sort can be identified by forward reasoning from the original knowledge base.
Especially, a forward reasoning with SOL-deduction is adopted to obtain extended sorts efficiently.
Some experimental results show that the use of SOL-deduction can drastically improve the computational efficiency.
