    This study has developed a theoretical framework to predict bureaucratic behaviors with career public officials’ political views (whether career public officials agree or disagree with their overhead political principals’ ideology) and bureaucratic accountability (accountability either to the overhead political principals or to the public sentiment) by adopting and extending Hirschman’s (1970) exit, voice, and loyalty model. Given the two conditions, this study has drawn four propositions of possible bureaucratic responses: loyalty
    voice
    exit
    and silence. In addition, the stay scenario is discussed for passive bureaucrats regardless of the two dimensions. By incorporating relevant examples with the propositions, this study expects to contribute to a better understanding of bureaucratic behavior.

    In 2001, the South Korean government passed the Anti-Corruption Act, which provides whistleblower protection in the public sector. The system of protections and rewards was strengthened in 2011 by the Act on the Protection of Public Interest Whistleblowers. Although these laws ensure immunity-and even financial incentives-for whistleblowers, whistleblowing is still not a straightforward task. Based on a survey of 5,706 public officials in central government, this article examines how a range of factors influence whistleblowing intention: attitude, knowledge, colleague support, organizational support, and protection against retaliation. A number of demographic variables relating to gender expression, marital status, length of tenure, duty, and position type are used as controls. The results of the ordered probit regression analysis show that all of the independent variables have a significant positive effect on whistleblowing intention. However, colleague support and organizational support have the biggest effects, while perceived protection against retaliation has the smallest. This suggests that there is a need for future government efforts to build upon the available legal protections by focusing on creating a supportive culture among colleagues and in the organization more generally.

    Through an original comparative framework, as well as archival and pattern-matching research methodologies, this project analyzes two cases to ascertain the factors that make for effective whistleblowing. The study concludes that external whistleblowing, mass media publicity, and strong evidence are essential components of effective whistleblowing. When there is a lack of proper legal protection, whistleblowers experience brutal retaliation even if the whistleblowing actions successfully stop wrongdoing.

    This study aims to theoretically develop a framework to predict bureaucratic behaviors with the political view dimension and the accountability dimension by adopting and extending Hirschman's (1970) exit, voice, and loyalty. The political ideology dimension is dichotomized based on whether a bureaucrat's political ideology is congruent or incongruent with his/her overhead politicalprincipals. The bureaucratic accountability dimension is also dichotomized between accountability to the overhead political principals and accountability to the public sentiment. With the given dimensions, the exit, voice, loyalty, and silence scenarios are discussed as possible bureaucratic behaviors. In addition, the stay scenario is discussed for passive bureaucrats regardless of the two dimensions. By incorporating studies on bureaucrats' political views, accountability, and Hirschman's bureaucratic behaviors, this study expects to contribute to a better understanding of bureaucrats.
