This study evolved from our idea of constructing a "codevelopment" system for the 21st century against the tide of globalization in which the problems of exclusion are increasingly frequent. It seeks to clarify the ways in which "wisdom for codevelopment" is lived and embodied in "frontier" territories in Europe, which themselves try to coexist while conflicting, merging, amalgamating, and intertwining with one another. Under such objectives, we conducted research and interviews in certain areas, regarding the autonomy and independence of such local areas, the global inter-cooperation among the communities, and the composite/complex/hybrid identities of the community residents, while employing such key concepts as "metamorphosis of the liminal territories."

This study focuses on so-called social minorities who sense and foresee a sign of "unborn, yet to come incidents" in seemingly safe, ordinary, and sound continuation of everyday life. Such "unborn incidents" could be expressed with such a metaphor as "the Second Great Kanto Earthquake and the subsequent Massacre of Koreans." The head investigator along with the younger researchers sought cooperation of the key leading figures-they are the ones who are highly trusted in the field and foresee yet to come crises in their community-in local communities, established long-lasting rapport with them in the course of 5 to 10 years, and conducted research on such topics as the generation and transformation of socio-cultural conflicts and the transfer of oppression within their community, "the reinforcement of security measures" and "discovery" of "the problems of foreigners/the handicapped/youths," domestic violence and the transfer of oppression, and so on.
1. We have met intensively in order to analyze and discuss the data we had already gathered and accumulated. Based on the series of discussion, we have conducted participant observation in certain communities, interviewed and conversed with local leaders, and collected printed research materials.
2. As we made progress on our participant observation, interview, and discussion, it became increasingly clear that those whom we called "the streetwise" had predictive and anticipatory sense that they would be the target of exclusion as heterodox and alien when the crisis becomes more tangible in community. What also became clear was the existence of those people-they are the ones who transfer oppression-who counterposed themselves to such streetwise figures.
3. We have come up with the concept of "intellectual masses" in order to comprehend and analyze those who transfer oppression. We decided we would contrast the concept with "the streetwise," which captures those who foresee the unborn crises, and pursue further research in this regard.
4. In presenting our research results, we choose to employ the method of "peripetia" (Lukacs) and "counterpoint" (Said). We would take from the accumulation of our research the processes in which several specific "incidents" become tangible, and try to describe such processes by counterposing "intellectual masses" with "the streetwise."

This study tried to clarify the dynamic processes of the rise of global information, network society, and to show that the developments of communal or regional societies are essential in these processes.
Theoretically this study examined tree theoretical currents of development, that is, Silicon Valley model of development, developmental state model of development and national development model of development (a variant of EU model of development). It is essential for he best theory of development today to pay attention or network society is rising in the process of Empire like globalization. Silicon Valley model is very important for today's social innovation, but the Empire like globalization is so problematic. Authoritarian States are definitely against the rise of network society. But state can still take very important role in development, if it is radically democratized. Therefore the combination between Silicon valley model and national development model which came from experiences of Scandinavian and Nordic countries.
Empirically this study dealt with the Japanese national, regional and local government's policies and plans on information or network society. This study pointed out outstanding examples of these policies and plans. This study also analyzed the role of informatization and network in Okinawa prefecture and Hokkaido. Furthermore this study clarified that environmental issue, welfare issue, gender and age issue are closely related with informatization and network. In the nutshell, to solve these issues will make local, regional and global society possible.

We considered the social historical conditions of the Europe integration. Whatever it might call it, the World War and total war in the "extreme century" have become the requisite for the history of Eueopean Integration. The 20th century when human beings reached have had the huge productive capacities and traffic relations, and once war started between big powers, Europe studied seriously that it could not but become world war and total war. Hirota solved the history and substance of the Europe integration which were seen from the citizen and it pointed out that construction of firm citizen-support was a present-day subject. Amemiya solved the correlation of the Europe integration and globalization and checked the importance of the idea of social Europe, and the social democracy as an active bearer supporting it. Onozuka analyzed the National identity with the long-term Europe-view based on the Europe-change of a labor movement. Niihara perceived "Europe of the depths" which is behind [ used as the surface of the Europe society ] integration, and did the actual condition of Europe with various plural diversities, and "Europe of a wish" to which it comes from there.
The social foundation supporting external economical integration is the most important factor of the European Integration.

This project is conducted in the form of participant action research to interrogate the process of community formation at the Yokouchi apartment complex in Hiratsuka City. The main objectives of this research are the following :
1) To search for a possibility for community formation in the Yokouchi area with the residents and their "collaborators" ;
2) To lay out the necessary conditions for training "Social Operators/Intracultural Mediators "[leaders] of multicultural communities in the Japanese society ;
3) To develop a new participant action research methodology appropriate for this kind of project, while comparing with methodologies employed for similar projects conducted by Italian sociologists (ex.riflessive research in the composite society).
The Yokouchi apartment complex in Hiratsuka City was constructed in the late 1960s and is consisted of 3291 residents. Among them, more 500 are foreign nationals, such as Cambodians, Laotians, Vietnamese, Chinese and Peruvians. The Yokouchi apartment complex is a multicultural and multilingual ["community-in-difference"] where cultural differences are articulated between the residents of the complex and older residents in the neighboring area as well as between the Japanese and international residents at the complex. Even among the international residents, generation, gender and fluency in Japanese become signifiers of cultural differences.
There is some tension among various actors involved in the Yokouchi community ; those actors include the local government, volunteers' groups, NGOs, welfare commissioners, the self-governing body of the apartment complex, teachers of elementary and junior high schools, and the residents of the complex. To interrogate the process of "intracultural (multicultural, multilingual and multiehnic) community" formation at Yokouchi could bring about a transformation in the area of traditional urban sociology, whose main theme has been, "How is a new community formed in the urban area where the encounter between the old residents and the new immigrants produces conflicts? "
The members of this project, the members of the committee for supporting immigrants, and the residents of the apartment complex met about 70 times last year to hold Japanese language classes and meetings where reflexive conversations were carried out. I took notes of those meetings in the last two years, particularly paying attention to the social relations produced in the process of community formation [ex.language classes] and the nature of conflicts and cooperation among various actors produced in the Japanese language classes.

This is a broad international comparative studies on the process of informationalization of the United States, Japan, Singapore, Malaysia, European Continent, Latin America and African Continent. The following are basic findings of our research.
The first of all, new information technology revolution is above anything else cultural creation. Therefore, culture of information technology is indispensable for making information society.
Secondly, culture of information technology consists of meritocratic culture of techno-elites, hacker culture, culture of virtual community, culture of entrepreneur and communication culture. Informationalization is made possible only when these cultures are articulated carefully.
Thirdly, the characteristics of the process of informationalization in each countries are outcome of unique combination of each component of culture of information technology. We have varieties of information society. The prototype of information society (Silicon Valley) has been articulated each component of information technology in equal weight. But information societies in east Asia are characterized by relative weakness of science and libertarian ideology. European model of information society has human resource development strategy top on the articulation of each component of culture of information technology. Latin America and African continent are looking for strategy to solve severe digital divide in vein.
Fourthly, informationalization in Japan is facing to the fundamental problem. That is the contradiction between culture of information technology and Japanese culture. Japanese culture is characterized by sense of Japanese cultural, racial distinctness and corporatism among exclusive members.

本研究の眼目は、横浜・神奈川における人の移動と異文化接触が地域形成にいかなる影響をおよぼし、またその中で個々人の内面にいかなる変動が生じたかに関する実証研究を蓄積することにあった。そこでは定住者が流入者をどう見たかではなく、都市社会へ流入してきた人々のものの見方に焦点をあて、今後まだ多くの事実の蓄積を必要とするが故に、萌芽的研究であることが必要であった。このような目的から、横浜・神奈川の"移動民(homo movens)"への聞き取り調査、そしてかれら"移動民(homo movens)"の出身地調査をおこない、“移動民(homo movens)"のものの見方の中に、いかなる意味で都市や地域に関する新たな都市・地域社会論の萌芽を見いだせるのかを明らかにすることを試みた。幸いこれまでの研究成果をとりまとめた拙著『ホモ・モ-ベンス〜旅する社会学〜』あるいは共著『自治体の外国人疎策』などが刊行され、情報提供へのお礼として、これらの著作に配布をおこない、深い聞き取り調査が可能となった。調査研究の成果は著作に詳しいがひとつだけあげる-確固たる枠のなかにきっちりとおさまって生きるのではなく、制度的にはしばられつつも文化や国家の境界をはみ出し、すりぬけて、のりこえていくことを日常としている人たちに、枠の内側にとどまる人間のカテゴリーで質問しても、とどまる人間の整理をはみ出す言葉しか出てこないだろう。彼らにとっての"根"とは何かというと、くずれおれようとしたときにつかみ取るもの、そういうふうになってみて初めて、ふと来し方を振り返ったときとか、倒れそうになったときにグッと寄り掛かったりするときにのみ、現れるもので、実体として、例えば昔から純粋な日本社会があったとかとか言うのではなくて、歩き始めて、自己でも他者でもない、あるいは逆にブラジル人でも韓国人でも在日でもあるという混沌の中にあるものによって、いわば選びとられた、本人によってつなぎ止められたものである。

We have investigated the several social contexts in Italian regions. Especialy we made comparative reseach in the region of Trentino Alto-Adige and of Sardina which are the Italian special regin that is guaranteed the right of lager autonomy (Only 5 regions are special regin and the rest 15 regions are normal). And we aimed the new perspective of scecific and endogenous development. In this year 1997, above all, we concentrated on the research for how "homo movens" (moving people) contribute the regional composite development.
After these investigations, we are taking some ideas as bellow (the main idea is provided by our collaborator Alberto MERLER,Sassari university, Faculty of Humanities and philosophy, Full professor) : Development cannot be considered only as the economic growth, nor the point of view of the industrialization level. Development is not only unconditional economic growth, but armonization of economical but also social, cultural and enviromental factors : it must be considered as peculiar to each single society. It must be taken into account which assuments the existence of pluralities of realities. In this respect autonomy and internal self-govenment institutuions and procedures are absolutely necessary in order to implement adequate social and economical policies that hold such "insularity" as well as the necessity of such a composite model of development. According to the "insular" vision, economic growth cannot destroy the permanent patrimonies (the cultural and natural ones) in order to increase a contingent wealth (the economic one). In the long run, economic factors, too, depend upon enveronmental and socio-cultual resources. That is also why all such resources must be governed in loco (on the spot).
横浜の内なる社会的・文化的“島”に関する実証社会学的な研究

'Life values' of Japanese people were founded by Yanagitas Folklore, and they were developed by the Japanese Rural Sociologists like Suzuki Eitaro and Aruga Kizaemon. But the successors of them, the Japanese Post-war Family Sociology, and that of Labor Sociology have taken another way far from the precedencers, not to have interesting about the People's Life Values, but to canalize them into some political situations. The Introduction for this Report by Kobayashi has considered about the progress of the affairs, hand insisted to regenerate this precise Japanese heritages in very different structure, i.e. internationalization.
Having the same understanding we pursued each task. At first the Regional Differences in globalization were focused. On the Identity of Thai workers working in a Japanese firm by Sakurai, on the transbordering Homo-mobens live in Yokohama in the Metropolitan area by Niihara, on the Life Values of some high school students in the segmented situation, and that of their parents in a City located in the outskirts of the Metropolitan area, in which live many Japanese Brazilians. The article of Mase take up the meanings of the Nature for the people who live in a World Heritage zone of Japanese beech forest.
Secondly, we picked up the Hokkaido as the most difficult area of economic condition. For the perspective of this island Uehara insisted on the rebuilding of regional labor markets concerning with the people's independent actions. Onuma, Suzuki and Maeda argued the necessity of cultural activations through the sports and health activities. Thirdly, it is inevitable to activate the schools for the endogenous regional development. So Kato, Shimada and Kobayashi analyzed the real conditions of Family-Children/Pupils-Teachers Relationships in afishing village's small Junior High School in Hokkaido, in order to change by to know the reality.

The purpose of this research is to analyze development/environment issues and conditions of local social development with a particular attention to "social change within each individual." The perspective upon "social change within each individual" shows us that, although the surfaces of individuallocal societies appear alike at a particular point in the process of their dissolution and reconstruction, their individual contents are different for each case, as gap and interaction betweenmemories, linguistic expressions, life creeds internalized within individual local residents, and everyday life, works, struggles, various processes of institutionalization make each locality distinctive. This research thus investigates history and society internalized within each individual who spends his/her life in a local society, yet without assuming that such a "radice" of individual's life is unchangeable. Rather, its content and constitution are alwaysopen to change and self-transformation. Therefore, it is the "radice" within individuals that matters as a driving force of local development and innovation, and it is important to look at invisible, micro changes at a level of the"radice, " that is, "social changes withinindividuals" in order to understand most fundamental societal transformation. To clarify this hypothesis of social transformation is the primary aim ofthis research.
In the fiscal year of Heisei 8, the last year for this research, we made following research programs with a consideration of what has done in Heisei 7.
1) We made empirical researches in such areas as Yokohama/Kanagawa, Okinawa, Hokkaido, Oita, and Yamaguchi from the viewpoint of "social change within individuals, " "invisible social movements, " and "not-yet-articulated social movements, " Particulary, in island parts of Yamaguchi, we focused on aging and gender issues, in Oita and Sendai, information technology and local environment, in Yokohama and Okinawa, human mobility and local environment. In these researches, we made intensive interviews and spent enough time to discuss research findings, With taking into considerations these findings and past research findings from Hokkaido, Yokohama, Nagoya, Kyoto, Oita, Sendai, Yamaguchi, and Okinawa, we made a study group for theorization. By bringing together each researcher's findings, the study group hasengaged in discussions, particularly on conscious/unconscious "strategy" in the everday life processes, and micro transformation processes at a level of psychological phenomena. The discussion has also lead to an issue of "sociology of sociology."
2) In order to clarify remaining issues found through the discussions, a smaller number of researcher made complementary researches in Okinawa, Osaka, Oshima-cho in Yamaguchi, Yokohama city, Hiratuka-city, Tukui-cho in Kanagawa.
3)By bringing research findings together, each researcher wrote his/her own part of a final report, which is prepared for publication.

1.We have been studied to make clear the human resources to which depends the endogenous development of the community. For this purpose we have designed some sociological, economical and socio-educational researches in Veneto (the third Italy ; and in Sardegna in contrast to it), in Sakhalin (Far east Russia). And in Japan we selected some regions in which small and medium businesses are working actively like in Veneto : Ota Ward in Tokyo, South of Gifu Prefecture, Ueda-Sakaki region in Nagano Prefecture and Otaru in Hokkaido. We would like to compare Veneto and Ota-Gihu-Nagano, Hokkaido-Sakhalin-Sardegna.
2.In the first year and the second of our joint research we have directly observed each social bodies (businesses, senior high schools, universities and local governments, etc) : Japan-Italy, Hokkaido-Sakhalin. It is difficult to understand foreign life cultures. For example, by the term of "family" we can recognize same meanings about 80%, but the rest shows us cultural differences which are important to the sociological researches. So we have to observe and discuss on same objects : to know the triad of the family-school-workplace in which young people form themselves.
3.In this year, we have tried to measure the life structure and valuations of young people by using our identical questionnaire. From these investigation we can know that Italian young people and Japanese ones have similar ideas to their life : emphasis of free time, friendship and family relation ; after these goes on work. But, for the ideas to world of work there are many differences among two young people : Italians want to work in their family business or to build up of their own : many of Japanese orient to the large enterpris. Russian young people have differences to these two.
Now we are preparing to publish our final report in English.

本研究は、地域社会の内発的発展とは何かについて、複数の条件のことなる地域社会(とりわけ地方中核都市とその郊外地域)を比較研究することによって明らかにすることを目的としたものだった。当初の研究計画に沿って年度始めは、70年代後半から80年代にかけて内発的発展論の新たな展開として注目されてきた「サードイタリー論」に関する文献的フォローをおこなった。具体的に検討したのは、アメリカの経済学者、社会学者であるピオール、セ-ブル、そしてイタリアの労働市場形成と中小企業のあり方について実証的研究もおこなっているバニャスコ、ブルスコ等の研究であった。この過程で、とりわけ地域社会の中で生計を立てていこうとする青年層の職場となる可能性を持っている地元の中小企業、地方自治体、学校などと、そうした青年層への教育のあり方に着目する必要性が意識された。そして、中小企業の育成とそこで働く層を育成する職業高校との連関について、実証的な調査を準備するために、製造業はあるが建設業にとってかわられつつある東京の城東地区、大企業が撤退した後の展望を描けずにいる北海道(とりわけ小樽市郊外)、産業構造から見た場合には北海道と同じく一次産業と三次産業突出型で建設業への依存度が大きいのにもかかわらず、内発的発展への潜在力という点ではより力をもっているとされる沖縄についての予備的な研究をすすめるにいたった。残念ながら今年度はここまでの予備研究に時間をついやしたが、日本の諸地域社会を比較研究するための参照地点としてのイタリア研究をおこなったことにより、今後さらに対象地域をしぼりこみ調査を実現させる展望は得られた。なんらかの助成金がとれ次第、本調査にむけて計画を進展させる予定である。また本研究を、地域の内発的発展に関する他の調査研究のプロジェクトを関連させることも今後の課題としたい。
