2020年度は新型コロナウィルス感染症が世界的に流行し、変異株などの出現により手探りの状態で研究活動を行った。
①早稲田大学高等研究所・「軍隊と社会の歴史」研究会との共催による公開講演会（フレックス）を10月に開催した。2020年4月と7月に開催予定だったものは1年延期し、2021年4月と7月にそれぞれ実施した。
②科研集会は4回実施した。第1回～第3回では2本ずつ研究報告を行った。第1回と第4回はzoom、第2回と第3回はハイフレックスである。代表者会議は新潟で1回開催し、翌日は白壁兵舎広報館ほかの巡見を行った。長崎・平戸の視察はコロナのため2021年度に延期し、2021年8月5日～7日に実施した。2020年12月には福井市立図書館にて「越国文庫」の史料調査を実施した。海外での史料調査はできないが、日本にある海外の文献を探索し、その分析を通じて研究活動を続けることも重要であると認識した。
③海外との共同研究については、リール大学より2020年夏に共同研究者が来日する予定だったが、コロナ流行により1年延期となった。2021年夏に高等研究所の訪問研究員として来日し、公開講演会やセミナーなどを開催した。2020年8月に開催予定だったEAJS（ヨーロッパ日本学会）が1年延期となり、2021年8月26日に研究代表者と海外の共同研究者3人で構成したパネルをzoomで発表した。研究代表者が執筆分担したMarkus Meumann, Andrea Puhringer編の”The Military in the Early Modern World”がドイツで出版された。
④刊行された研究論文は多岐にわたり、zoom開催ではあったが学会発表も行った。金澤周作監修『論点・西洋史学』や石田勇治ほか編『ドイツ文化事典』の項目執筆を担当した者も目立った。

軍事扶助事業から見るプロイセン軍隊の近代化

昨年度の研究成果として、鈴木は「近世プロイセン軍における諸侯連隊－家門政策の手段としての連隊」を、丸畠は「忘れられた将軍カール・フォン・デッカー」を発表した。

いずれの論文も本研究課題のテーマと直結するものではないが、前者では、神聖ローマ帝国諸侯が連隊長を務める連隊を分析することにより、連隊の不均質性という近世常備軍の重要な特質を指摘した。この論点は、軍事扶助事業の問題とも関連する可能性が高く、今後より掘り下げて検討することになろう。また後者の論文では、デッカーが各部隊レヴェルで形成に努めた、将兵ならびにその家族の親睦団体や相互援助組織を今後の課題に挙げている。その意味でこの論文は、19世紀前半の軍事扶助を考察するための重要な基礎をなす。

昨年度のもう一つの研究実績として、日本史研究者を招いて軍事扶助の問題について意見交換したことが挙げられる。2022年2月に科研講演会を開催し、幕末維新期について淺川道夫氏から「維新政府による戦死傷者対策」との報告を、明治期については竹本知行氏から「日露戦争の遺家族支援－京都の場合」との報告をいただいた。講演に続いて活発な意見交換が行われ、それを通じて、日本史研究においても軍事扶助事業の問題はそれほど開拓されているわけではなく、研究の余地がまだかなりあること、また幕末維新期ならびに明治期の日本は、本研究課題の対象である19世紀転換期のプロイセンと十分に対話可能であるとの知見が得られた。
前近代の専門家を取り巻く「環境」に関する比較国制史的基礎研究

今年度は本来、研究計画の最終年度であり、昨年度から延期した国際研究集会を開催して研究課題の完成をはかる予定であったが、新型コロナウィルス感染状況が昨秋以来いわゆるオミクロン型の感染拡大によって悪化したため、国際研究集会を来年度に再延期することを余儀なくされた。そのため今年度の作業としては、いくつかの個別テーマについていちおうのまとめを行うとともに、今後の研究をもにらんで発展的・展望的な考察を試みることが中心となった。
具体的には、西洋近世の専門家について、近世プロイセンの軍人に関して、連隊長人事とプロイセン外の帝国諸侯家門出身者の起用との関係が論じられ、軍事専門的論理と貴族的価値や名誉観念との緊張関係が具体的に明らかにされた。また、法専門家としての近世ドイツの大学法学部スタッフが、訴訟記録送付と鑑定意見の制度を通じて裁判実務といかに関わり、彼らの専門知が裁判権者や訴訟当事者にとってどのような意味を持ったかが、魔女裁判の事案を例に論じられた。日本中世については、いわゆる戦国分国法の中でも注目すべき法史料である伊達氏の『塵芥集』に関して、その成立過程と構成を検討することを通じて、そこにおける専門知の意義が考察された。
発展的・展望的な考察としては、古代ローマの法学者たちの活動とその成果を現代のローマ法学者たちがどのような構成で整理し表現しているかが、各国のローマ法教科書を素材に検討され、歴史上の専門知を現代の専門家がどのように認識しているかが論じられた。また近代日本における法史学研究のパイオニアであった宮崎道三郎の旧蔵和書洋書の分析を通じて、法史学者という専門家の出現を、西洋特にドイツの学問環境や、明治以前日本の学問伝統の文脈などの中に位置づけることが試みられた。

This research treated experts in the premodern West and Japan, mainly full jurists, but also public notaries, defenders at court, militaries, merchants and so on. It investigated the environment, in which experts and their special knowledge exist and function, the position, which experts and their knowledge take in the power structure, and organizations and networks among experts. Through such study the development of experts and their special knowledge was integrated into the constitutional history. The scientific interchange with the German scholar group made it possible to reinforce the cultural historical view of experts and widen the frame of the constitutional history.

The purpose of this project was to inquire into the relation between the army and the local society and its change in the 18th and 19th centuries. Identities and mentalities of soldiers in this period were also a subject of our researches. Based on our analysis of the military register of the regiments and reminiscences of ex-soldiers, it is concluded, that more and more soldiers were enlisted from Halle and its surrounding areas in the latter half of the 18th century (a phenomenon different from in the former half of the 18th and similar to in the 19th); that most soldiers in the former half of the 19th were not necessarily influenced by nationalism(different from soldiers after the War of the German Unification 1870/71). We also gathered and analyzed articles of the “Soldatenfreund (Soldiers’Friend)”, a magazine for soldiers and underofficers which was published from 1833 to 1918, and made clear why the magazine was published and became popular.
Potentiality of the museum for historiography of war: effectiveness of the method of history

The purpose of this research was to investigate the history and the exhibition of war museums in Europe, and to examine the problem of the narrative of war in historiography. From the research on many museums, this project demonstrated two major matters. Firstly, in European museums, war was not only expressed as the brave deeds of Nation States which cultivated the nationalism, but as the common experience of the European people. Secondly, most museums made every effort to show the war as social phenomena, and the old type of exhibition, which emphasized arms, uniforms and battles, withered up. This project revealed that the war museum was the outcome of the History as social science, and simultaneously, that of the “Collective Memory” or “Public history” which closely related to our modern society.

Using a comparative frame, our project team researched the characteristics of the military ethos of warriors from Japan, China, the Ottoman empire,Germany, and France in what is called the “modern transitional period”(18th and 19th centuries). We took into consideration various direct and indirect relations among these regions in the fields of politics, economy, military affairs, modern scientific thought, and so on. Our research showed that military values such as honor, loyalty, and patriotism were grounded in notions such as rank, status, and class in early modern society and traditional way of thinking, and resulted from of a complex combination of elements such as newly developed military technology, newly adopted military education, the military conscription system, ethnic and religious identity, and nationalism.

The primary objective of this project was to locate the military history in the current historical research. To examine the relation between Military and Society, the project focused on the historical materials for military history. The project held International Symposium entitled "Problems and Materials for 'New Military History'- Europe, Asia and Japan-"on March 2010. With four speakers invited from Germany, we discussed recent trends of military history of Germany, China and Japan, as well as historical materials for military history. This symposium encouraged international cooperation in these fields and stimulated historians in Japan. We believe we have shown the importance of rescuing the military from its entrenched military history and considering it in wider historical contexts, in addition to opening up the possibility to create a new field of history.

The primary objective of this project was to examine the military and war in Europe (16th to 19th centuries) from wider historical-scientific standpoints. We believe our original purpose has been accomplished. The main results of the 3-year project can be summarized as follows.
The project consists of three parts : first, Legal History focusing on War and Law, and second, European Military and Society in the Early Modern Period and third, European Military and Society in the Modern Period. In the first part, Yamauchi surveyed the history of violence control in the West (from the Middle Ages to the Modern Times) in his co-written book "Violence". He also opened up the possibility of comparing the history with that in Japan and the East. In the second part, Sakaguchi published a paper on desertion. He also presented recent trends of the "Military and Society" school in Germany and tried to give a new direction to the study of military history. And Suzuki published a paper on the development of the study of western military history in postwar Japan. In the third part, Seigan published an article on memories of the period of the Revolutionary and Napoleonic Wars in an academic journal in France. Maruhata systematically analyzed the lists of male citizens of military age (the German imperial period) that he collected in Germany. Some of the results were presented at a workshop.
The project held three major conferences annually, History of Military and Society. One of the three conferences was held in a city other than Tokyo (2003 in Kyoto, 2004 in Hakodate and 2005 in Nagasaki). Discussions with scholars from other areas than the metropolitan area of Tokyo cultivated academic exchanges and stimulated our thinking. We have been more and more convinced that the military history study will become popular in Japan that examines the military and war in the context of everyday lives of the people who really existed.
In conclusion, we believe we have shown the importance of rescuing the military from its entrenched military history and considering it in wider historical contexts, in addition to opening up the possibility to create a new field of history. The new military history would be a discipline of history, such as political history, social history, cultural history and woman's history.
