    １．教育政策のあり方に関する理論的・歴史的検討：「縮小期」以降の中央教育審議会の議論を領域ごとに分類整理する作業を行い、〈一元的操作モデル〉の視点から各領域に共通する根本的限界を同定するというタスクに取り掛かった。たとえば、「インクルーシブ教育」に関して言えば、構造的変化の中で現象化した「学級崩壊」を「特別支援教育」言説（医療化モデル）で読み解く政策変更が惹起され、日本的な「インクルーシブ教育システム」へと矮小化されていった。
    ２．〈多元的生成モデル〉の理論的・概念的精緻化の試み：国民国家／資本主義／近代の三位一体が支える教育政策を相対化する作業は、研究者自身もこれを身体ごと馴化されていることから困難をきわめる。この限界を抜け出るために、人類学や経済学あるいは権力論について研究領域のボーダーを超えてレビューを行った。とりわけ、これらを貫くアナキズムの思想と現象学的方法は、〈多元的生成モデル〉を鍛える重要な意義を持つことが示唆された。
    ３．全国公立小学校校長・教員調査の実施：新型コロナ対応で苦労されている教育現場の状況を踏まえ実施を一年遅らせたが、全国の５％の抽出確率で無作為系統抽出した945校に対して、比較的負担の少ないWeb調査の方法で公立小学校校長・教員調査を実施した（2022年3月）。〆切の４月末日まで二度にわたってリマインドすることで少しでも多くの関係者の声に耳を傾けられるように努めた。
    ４．〈多元的生成モデル〉にもとづく教育実践の事例研究：国内の各校種の実践について、関係者とのつながりを大切にしながらフィールドワークを試みた。たとえば、地域との関係性が薄くなりがちな高校という校種においても、「人間と社会の限界性」を基点に据えた〈多元的生成モデル〉にもとづく具体的な取り組みが展開されてきた。最終年度には、これらの試みをどのように支えられるかを軸に理論的に深化させたい。

    The questionnaire survey was conducted for principals and teachers of public junior high schools on a nation scale in 2017, and the following findings were obtained mainly from comparison with 2002 data. (1) A number of teachers became busy, and the ratio of "12 hours or more" during work hours on weekdays doubled. (2) As a result of multiple regression analysis, it was confirmed that the main factors of busyness were "general office work(Ippan-Jimu)" and "club activities(Bukatsudo)". (3) The dialogic relationship has been deteriorated due to busyness, but the "conservation of young people" legitimizes the situation. (4) The top-down school management system has stimulated busyness. At the root of this is the penetration of the <unitary operation model>. Several spontaneous attempts based on the <pluralistic generation model> have produced remarkable results. From now on, research to actualize "alternative story" is expected.

    This study clarified the efforts toward ‘career education’ toreconstruct the social integration and public education in France who encountersdifficulties such as unemployment and “echec scolaire”, leaving school without anyqualification and unemployment. Japan has the same problems as in France.In France,there is no notion on ‘career education’ as is used in Japan. But France shares the samesocial setting as in advanced countries where needs career education and practices inadvanced countries. We found that various educational activities in France were accounted as ‘career education’in the fields of concrete educational remedies in the compulsory education, upper secondaryeducation, social education and life long education.

    This study finds out the situation and structure of social views of "kouki-kodomo" (young adults around 18-30 years old) through some questionnaire researches. On the same time, it is explored a possibility to change fixed social consciousness. In addition, we explore some measures to empower "kouki-kodomo", based on the results of questionnaire researches, analyzing the officially collected data and case studies. Finally, it is empirically and theoretically reported an importance of putting into action multidirectional measures such as encounters with inspiring other people, construction of relationship between "kouki-kodomo" and communities, autonomous and organized school reforms, and administrative supports.

    The research concerns with the pupils and students who are excluded from the mainstream of the school education without any diplomas. We focus on "the exclusion from the inside of system". Since the beginning of the 21^<st> century, the government has been taking measures to deal with the inclusion. Its aim is to include pupils who are in difficulties socially, economically and educationally, especially in "banlieues" (the suburbs). Through our research, it is clear that the recent French education policy moves from the equal opportunity to the equity of the result by encouragement to include pupils in difficulties with a special needs education.

    We have published final report which sums up three years research on French Teacher Education Institute (IUFM). In this report, seven articles are involved as follows. 1. A theme of teacher education in mid nineteenth century France -some ideological problems of normal school, 2. Change of traditional intellectualism and collaboration system in French schools, 3. Initial training system of teachers of technology and vocational education in modern France, 4. Some problems on teachers, 5.     フランスにおける学校週4日制の実施は、子どもたちの学習リズムについての研究、とくに、80年代に入ってからその主張が知られるようになった時間心理学や時間生理学と呼ばれる新しい学問の研究成果(年、週、日における学習リズムの変化等)を背景に実施に移されてきた。しかし、時間心理学等の研究者たちは決して週4日制を推進しようとしていたわけではなかった。そして、実際の効果についても、子どもたちの疲労が軽減し、学業成績が向上したと結論づける材料には乏しい。その理由のひとつとして、4日制の学校に通っている子どもたちの保護者の多くがいわゆる専門管理職に就いており、もともと学業成功に有利な階層であることがあげられる。
    さらに重要なのは、「リズム」はどの子どもにも観察されるものではないという点である。つまり、学業成績が高い子どもにはリズム性は見られないのである。ここから、リズム研究は、例えば移民の子どもたちに代表されるような、「恵まれない」環境にある者にこそ注目すべきであることが明らかとなる。そして、実際に、90年代半ばからはとくに、地域での活動を学校教育の延長として組織化していく政策(=学校時間再調整政策)へとリズム研究は発展していった。ここでは、もはや4日制は議論の中心ではなくなり、むしろ、5日あるいは6日という中で、いかに地域と協力しながら子どもたちの「生活」時間を豊かに組織していくかが重要課題となっている。これは、今日の日本で必要とされるであろう地域での自主的活動の組織化の問題へとつながっていく課題である。

    フランスにおける教員(義務教育)の養成・研修について、特に外国人生徒を担当する教員に関して、その現状と問題点を調査・分析した。フランスでは1975年からCEFiSEM(移民子弟の学校教育についての養成・情報センター)の設置が開始され、現在23ヶ所となっている。これは、各大学区(アカデミー)での教員養成・研修計画の中で外国人生徒に係る部分を主に担当している。その目指すところは、教員に外国人生徒へのフランス語教育の充実と外国人生徒のもつ「異文化」の尊重とを両立できる力量をつけることであった。しかしながら、80年代以降、次第に、フランスで生まれ育った外国人生徒の数が増え、両立すべき二項目は現実に合わなくなっていった。同時に、外国人生徒が学校教育において学業不振に陥いるのは、彼らが「外国人」であるためではなく、社会・経済的に「恵まれない」カテゴリーに属しているためであるという研究結果が注目されるようになる。これに伴い、CEFiSEMの活動内容も外国人のみに焦点を当てたものばかりでなく、国籍にかかわらず、社会的環境において不利な立場にある生徒を視野に入れるようになっていった。したがって、外国人生徒専用の特別学級を組織すること、及び彼らの出身の言語・文化の教育を公教育の中で保障していくことはむしろ「差別」として、消極的位置づけとなった。70年の小学校での「入門学級」開設から始まるフランスの外国人生徒への教育的対応には、大きな転換をせまられるようになった。
    このように「異文化」そのものを問題として設定しないという傾向が一般化しつつある一方で、近年、フランスでは、イスラム教徒による「スカ-フ」の着用(学校内での着用)が、世論を二分する大事件へと発展していった。公教育原理の一つである世俗性を信教の自由との対立である。解決策としてフランス政府は「統合」という考え方を主張する。つまり、公と私に人々の生活を分け、公的時空間ではフランスの「自由・平等・博愛」という政治理念を尊重してもらい、私的時空間では宗教的な自由が認められるという方法で、フランスが多文化社会としてではなく、単一不可分な国としてその一体性を保とうとしている。しかし、イスラムに公私の峻別を求めることはむずかしく、「統合」の実践は公的資格で教員が外国人生徒の家族との話し合い、フランス的理念を説明していくことになる。教員の役割は、まさにこの点の調整であり、CEFiSEMは、再び「異文化」に注目せざるを得なくなってきているのではないか。
