The structure of labor market has been diversified in technology-driven and globally competitive economy. A noted change in Japan along the diversification is the increasing number of atypical workers such as part-time workers, temporary workers, and independent contractors. They are indispensable to run modern business and make industries more competitive in the world market.
There are a number of reasons for the indispensability of atypical workers. But whatever the reasons may be, the change in the labor market has posed two serious problems for the wage workers. One is that they are employed under unduly low wages and benefits. The other is that many of them fall out of and become unprotected by the social security system.
In this study, we analyze the firm's behavior toward the nonstandard workers, their household economy, and how social security policies work for them. We pay a special attention to the unemployment insurance, pension, child care and family care leave and argue some changes to be made for the social security so that it covers all sorts of workers.

Our research members published 1 book in 2005 and 23 academic papers within three-year project period 2002-2005. To publish these academic products, our research members carried out intensively first hand survey visits to world automobile and auto-parts makers. More than hundred company visits and interviews are fulfilled by our research members in following countries ; USA, UK, France, Germany, Austria, Hungary, Holland, Czech, Slovak, Main land of China, and Japan. The companies that we visited are Toyota, Nissan, MMC, and other car manufacturers and Denso, Aisin, Calsonic, Yazaki, NOK, and other parts suppliers.
We have collected published data and statistics as well concerning Japanese and world automobile makers and suppliers, so that our research members could contribute papers to business magazines such as "Gekkan Jidosha Buhin "(Monthly Auto-Parts Industry) and others in addition to academic papers mentioned above.
The study areas of our works are as follows :
1)International comparative study about global management system and its performance in American, European and Japanese car manufacturers.
2)Empirical study on Japanese automobile makers with special focus on their QCD management system and product development system ;
3)Empirical study on Japanese first tier suppliers which are supporting the excellent performance of Japanese automobile makers with special focus on their management level in international comparison and on their second and third tier suppliers ;
4)Empirical study on the world-wide diffusion of Japanese style production system, especially on the transfer of Japanese production system to oversea transplants, its introduction to foreign local makers and the reaction of local societies toward the Japanese system.

This research has brought some new fact-findings and new perspectives for further study on international comparison in terms of employment policy and human development.
The globalization has been given strong effects on customs, which were carried by German and Japanese companies. Especially, those companies are trying to change organizations in order to make more flat and flexible. Of course, international competition between companies has forced them to reduce fixed costs and adapt on quickness needed by the market. As a measure of such changes, many companies have some portfolio of employment forms, i.e. regular worker and irregular worker, typical employment and atypical employment, in-house production and out-sourcing etc. The problem which might appear is the question : whether a company can keep the core technology of its own or not. To that, companies must keep core personnel and know-how within the companies.

1) We examined the structural transformation of the world automobile industry that is taking place in a large scale in the industrialized nations. We devoted ourselves especially to the new purchasing policy, the development system and the module production system. We conducted furthermore an analysis on the activities of suppliers facing the above-mentioned conversion of carmakers. We relied upon publications when we have carried out these researches.
2) We visited Japanese automakers and interviewed managers ; we studied the new development system of products, which they have conducted toward reduction of development cost, and shorter lead-time.
3) Suppliers are trying to keep up with the carmaker transformation. We studied the undertaking of suppliers on component-development with special reference to (1) efforts for better sharing of information, (2) introduction of 3 dimensional CAD/CAM, (3) standardization of development technology, (4) efforts for systemization and modularization.
4) Being based on the facts that we collected in the field survey, we showed the aspects of the cost reduction activities by 30% conducted by suppliers since 1995.
5) Along with the cost reduction activities of first tier suppliers, which are truly expanding, reorganization or selection of second and third suppliers is also taking place. We examined these changes in small-and medium sized suppliers as well.

Since the break-down of the bubble economy in the 1990's, many Japanese firms have tried to reduce the number of staffs of indirect department, for instance, concept planning, research, and product development. On the other hand many manufactures have shifted their operation cites to the overseas especially in the automotive and electronics industry.
In the middle of 1996, Japanese official unempolyment rate reached the highest point of 3.5% in the history after the Second World Ware. At the point of macro view, this record was a result of company behavior for reducing the number of total employees.
Most recently, many big companies have succeeded in profiting from more sales and restucturing but the situation of labor market has not yet become better. Because of weak demand for recruiting from companies, the unemployment rate stays still high, 3.4%. It is the similar situation also in Germany. Although some of German big companies have get more profits in the nearest years, they hesitate to hire new personnel because of disadvantages of higher or highest labor cost in Gemany. For example, German automobile makers tend to invest more and more not in Germany but eastern Europe.
Not only labor cost but also the qualification of workers is in the question in Germany. How can both Japanese and German labor market policy be adjusted to such situation? The next step of this study is planned to analyze the education system of employees in Japan and Germany at present.
A Comparative Study of Production & Labor Systems between Japanese and German Machinery Equipment Industry

In 1993, our survey concerning product development management has been carried on extensively in three machinery assembly industries, namely automobile, electronics and machine tool. As for the automobile industry, we've come across some difficulties to perceive the entire feature of its product development process because its sphere is very extensive and that the division of labor is very complex there. But due to the growth of demands from domestic market, more and more new cars have been developed and this growing volume of development has brought about striking advancement of development technology, especially software technique for CAD/CAM.Consequently, a new style network organization of product development has emerged and developed by virtue of computer network. This system integrates firmly the whole sphere from the top, namely car makers, to the bottom, namely subcontractors supporting the development process ; we perceived this system as "product development network", and we studied its role to play in raising up the efficiency of the development and the tendency of its evolution. This evolution has been detected less evidently in electronics and machine tool industries in comparison with automobile industry ; we could identify, however, a certain trait of similar evolution wherever products were various. In "product development network" of automobile and electronics industries, specific traits to notice are as follows : product development of final assemblers has been diversified and more and more efficiency is required for it ; development organization and functions of component suppliers have been intensified ; more and more supporting activities such as die & mold manufacturing of prototype preparation are transferred to subcontractors. According to the interviews we had, this decentralized type of product development system accelerated communication and corporation in development process and enriched its contents. The burst of "bubble" economy deviated moderately this new tendency to shrinking reorganization ; the basic outline, however, is expected to be transferred to product development activities of the coming generation.

1. During our term of project 1985-1987,we have reached the point where we can have a perspective on numerous social surveys of poverty and life problem in Japan and in the West. There are of course some studies of the history of social survery. However some of them have excellence, we have valued that they are of narrow view. Moreover in spite of their theme "The History of Social Survey" it seemed that they were lacking of analysis based on the facts many social surveys had found. The scope of our study has been widened so that labour,industry and rural life could come in our sight.
2. Arranging a genealogy of social survey since the Meiji Era we divided into five, we have arrived at a conclusion as follows: (1)The process of formation,development,decline and revival of social survey was and is in connection with the growth of so-called "DEMOCRACY" or democratic society. (2)So,we all hope a rapid progress of social survey in Japan. (3)Social survey is not pnly for the development of theory of social science but also for social policy and other policies. They are mutually and complicatedly related.
