Through the dialogues with foreign expert staffs at survey visits and international workshops organized for this research project we brought to light varied attributes of business registers which national statistical bodies maintain as survey frame. The database is updated based on administrative data and daily profiling operations to identify structural changes of respective businesses. The database is applied not only for sampling the statistical units but also for editing the missing variables and records. It also provides data to business demographic studies. Findings obtained from our research constitute cardinal core concepts in launching Japanese business register.

Geographical information has been regarded as means primarily to visualize survey results on maps. Results obtained through a set of our research, however, highlighted new dimensions of statistical data by means of geographical information.It can play a cardinal role to integrate data from varied sources and thus to expand potentials of data. Since geographical information will cultivate new frontiers of official statistics, foreign government statistical offices (GSO) are now keen on obtaining geographical information for the purpose of data integration.

We did visit-investigation toward local governments and others. We found out the following things as a result of the investigation. (1) It is important to clear a part of official statistics for local governments. (2) It is necessary to establish the system of official statistics use in the local governments. (3) It is necessary to establish of the statistics use system which it has on the fact that there are many personnel changes in local governments. (4) It is necessary to promote statistics use of a statistics section and other sections in local governments.
Cooperation with the statistics user of the area is necessary for the local governments. As for the statistical activities in local governments, it is urgently necessary to grapple with the above subjects.

From 2002 to 2005, we did investigation research about business surveys enforced in many districts. Though 'local statistics guide' is issued from National Federation of Statistical Associations, business surveys enforced in many districts aren't contained.
Therefore, we had to grope this research. As for business surveys, it is important to grasp management conditions of smaller enterprises of the area. Therefore, we began research with listening about countrywide smaller enterprises business surveys. It is in such cases as the surveys of Organization for Small & Medium Enterprises and Regional Innovation, Japan Finance Corporation for Small and Medium Enterprise, National Life Finance Corporation, the Shokochukin Bank.
Next, we did investigation about execution conditions of business surveys enforced in many districts. We faced first in the department of business and labor in all prefecture and ordinance-designated cities, and did inquiry on the telephone. And, when business survey was done, we visited the organ directly, and did interview investigation. Next, we examined about business surveys of the small business promotion agency established in all the prefectures. As for this as well, we surveyed in all prefecture. We could be almost caught about business surveys of the public organ of all prefectures by the above investigation.
By this report, we put the execution outlines of business surveys of all organs by prefectures. It might be insufficient, but this is the first report which was put in order exhaustively like this about the area business survey.

Experiences of the Multiple Uses of the Micro Data from Official Statistics in Advanced Countries in thier Institutional Background

Following policy recommendation of Statistics Council ; 1) micro data linkage, 2) disclosure of micro data, 3) statistics from administrating record, we investigated following problems and conducted literature survey for fact-finding and data analysis. (1) Legal framework of micro data use, secrecy of privacy and business secret and a form of publication and micro data. (2) Methods of a statistical matching between various statistics and how to control the matching keys in various different statistical survey questionnaires. (3) A supplemental use of registered data for statistical survey and substitution method for census survey using administrational record (statistics register system). (4) Legal framework and practice of privacy protection of the survey respondents.
Because this area of study has done very little in Japan, investigate experiences in Europe and North American countries identify basic problems about disclosure and uses of micro data.
As a result, we propose new rules for micro data use different from the old framework of statistics law suggest anonymity nature of micro data and its technicality.
Social conditions for disclosure of micro data (data-culture) are (1) micro data analysis serves useful public purpose, (2) linkages between government statistics and private social surveys are made widely in advanced countries.
A statistical panel data analysis on smaller enterprises business survey based on Duyukai Research

An examination was tried about the Doyukai Research which had been carried out since 1990 from the micro-data level. A sensitivity for business fluctuation of this DOR data was very high, and it could become important examination material for the micro-data analysis as business cycle investigation for the smaller enterprises. Four points of the following can be given as a result of the research.
(a)The elucidation of the statistical character on business survey data
It became clear that the objectivity of the result could be secured to the considerable extent by the investigation vote and the form of the question.
(h)Completion of the data bases from investigation results
The data base which should make a time series analysis possible could be made with going back to the individual vote. Opening to the public of the data is a future subject.
(c)The execution of the special investigation based on the periodic
Special investigation was carried out about the transfiguration of the management organization under Heisei depression targeting the answer enterprises of the periodic investigation.
(d)The condition maintenance for the analysis
A kind of panel data were considered, and the foundation of the analysis experiment which could be analyzed and which was done so could be built as for the part.
It stands up in these results, and it is grappling with the positive research about the transfiguration of the smaller enterprises under the financial reform.
Empirical Research on the Statistical Survey conditions in changing and on the reliability of questionnaires

Today there are severe difficulties in the statistical survey conditions so that many people will not reply to questionnaire of Statistical Surveys and Statistical agency cannot easily organize the enumerators. In this research projects we purposed to make the deep structure of the statistical Survey conditions in order to find the scientific foundation of policies for statistical environment. For this purpose we conducted the survey-research of Attitudes toward Statistical Surveys on 1900 peoples at five places in the whole country in 1994 and the survey-research of Attitude toward statistical surveys on 2400 Enumerators of Population Census at 14 cities and towns in the whole country in 1995.
From these servey-researches we could get new important knowledges as follows.
(1) The change of statistical survey conditions relates inseparably with the Urbanization in the local society and Attitudes toward statistical surveys connect with those toward political and social attitudes so that the trend of statistical survey conditions in changing rearches to the point of critical pressure for government.
(2) The long dwelling and the high aging of residents build new local community in the urbanized cities and enumerators-patterns corresponding to that.
(3) Basic factors of statistical survey conditions depend on the bringing up of statistical mind and for this purpose it is necessary to give people the chance of the statistical education that makes the relation between statistics and policy clear.
We made results of our servey-researches in the annual meetings of Japanese Statistical Society 1995 and 1996 and we published results of analyis in the Bulletins of Japan Statistics Research Institute (Hosei-Univ.) in Tokio.

A Temporary Work and its Comparative Study

We have aimed to research into workers who are employed by a enterprise but work under command of another one.
Japanese enterprises limit the number of regular employees and utilize temporary workers, that is, subcontractors for a limited period, on-site subcontractors and so-called temporary workers (dispatched workers). And this Japanese styled employment contract is regulated in the labour laws.
We researched the origin of this institution and followed this labour relation historically. Then we concluded that
1) this institution was characteristic in pre-War Japan,
2) however after the oil crisis this employment policy became the trend not only in Japanese enterprises but in the West enterprises.
Namely enterprises slim core manpower, and then use temporary workers and on-site subcontractors to adjust manpower in accordance with business conditions.
