研究初年度であった2022年度は、5年間の研究計画のうち前半期にあたる3年間の研究計画を立案した。そのうえでこれまでの貧困研究の研究成果を社会実装するための方略を立案した。具体的には、2023年度以降の報道関係者、国会議員とのインタラクションを可能とする調査・研究会・シンポジウム等の企画立案である。
本年度は、報道関係者調査にむけた、日本国内における貧困に関する報道がどのような特徴を有しているのか、水島宏明上智大学教授を招いた研究会を実施した。日本では、貧困がどの人も直面しうる課題であり改善されるべきものという視点は薄く、生理の貧困やヤングケアラーブームに代表される局所的な関心に偏る傾向があることが把握された。
またどのような「子どもの貧困」が援助に値する貧困ととらえられるのか、ビネット調査を用い、オンラインで約7000人の対象者にアンケート調査を実施した。ビネット調査は、貧困者の事例を提示し、回答者にその貧困者に対する支援の必要性や妥当性について尋ねる手法である。今回の調査では3歳～18歳の子どもたちを想定し、親の就労状況、家計所得などについて、異なるパターンを提示し、調査を実施したところである。
詳しい分析は2023年度に実施される。

This research has examined how effective the youth policies and the support programs currently available are for the purpose of providing the security for the lives of young people from disadvantaged backgrounds with multiple obstacles. Four issues have been identified as the result: (a) the responsibility for young people is generally assumed to be of their parents; (b) youth issues are considered to be personal problems; (c) high percentage of unclaimed benefits amongst the entitled; and (d) insufficient support for young people to build independent lives. The result indicates that the current youth support policies are strategies for addressing various issues that young people are facing as separate, unrelated problems and not the policies to ensure young people the basic human rights to which they are all entitled. The research has also identified the shortages of high quality human resources in the field.

Alteration between the conservaitve and the progressive in advanced democracies in the second half of the 20th century functioned until the 1990s. Switch between parties brought about policy shift that absobed popular will for political or policy change.
However, development of global capitalism undermined economic presumption for political stability in the 21st century. In particular, deterioration of employment and expansion of gap have made ordinary middle class frustrated with moderate party politics. In this context, populism with extreme leaders might be threat to the very basic values of democracy and open society. Realignment of rational parites beyond traditional confrontation line might become necessary to defend democracy in the 21st cenntury.

Sustainable development and human development are integrated into the new concept sustainable human development to develop the theoretical basis for environmental governance. Partha Dasgupta's theory on sustainable development formulated as the continuous increase of per capita well-being, which is classified the constituents of well-being and determinants of well-being, is applied for the integration of the two concepts. Regional adaptation to the impact of economic globalization and its diversity are analyzed to clarify the conditions of multi-level environmental governance for sustainable regional development.

This project has successfully achieved three goals which were aimed at in the research proposal. First, characteristics of the Japanese employment welfare regime have been clarified comparing to other types of regimes. Second, policy options for regime shift are scrutinized and policy proposals are made for several governmental committees and research institutes. Third, opinion researches on policy preferences among people are operated, and the results are developed into research evidences for considering the future of party politics in Japan.

This research aims at analyzing rapid collapse of the 20th century style welfare state that was brought about by globalization and proposing countermeasures based upon the idea of equality. In the first place, we established comprehensive model to describe the demise of Japanese style welfare state in the early 21st century by combining two axis, socialization vs individualization of risks and discretionary vs universal policy. In post-war Japan, such discretionary policy as subsidy and convoy approach regulation functioned as socialization of risks, which brought about quasi welfare state. However, penetration of market mechanism and civic pressure for transparency come to deny discretionary approach, and as a result, abandon socialization of risks that was closely connected with discretionary approach. Thus, neo-liberal structural reform prevailed in the early 21st century.
At the same time, we investigated how the model of welfare state resurged in western European countries in the late 1990s and early 2000s and found lessons for Japan. Especially, we clarified the notion of social inclusion in Britain and Sweden and defects of social exclusion in Europe. Also, we explored policy framework and actors of social inclusion.
In addition, we conducted large scale opinion poll in Tokyo and Hokkaido about the notion of equality and role of government in the age of divided society. This research shows that citizens want more equal society and reliable public service in spite of small regional difference. This finding is very important base for ideas and policy for resurgence of welfare state in Japan.
Comparative Studies on Labour Market Policies between Sweden and Japan

In all of the advanced states after the world war II the most serious factor of welfare policies was a full employment policy. It, however, has become difficult to achieve a full employment under the current globalization and knowledge-based economy. The crisis of the welfare state has also been developed. Then, how is each state going to correspond to such the crisis of employment and welfare? Our research put a focus on Sweden because it has built the high level of welfare state, insisting clearly that a welfare state is based on a full employment. Labour market policies in Sweden give us a typical model handling changes of labour market and the crisis of welfare, and Japan can learn its experience. It's six points that became clear by this research. (1) The realization of a full employment has become difficult even in Sweden where it has been placed clearly as a central policy in s welfare state to achieve a full employment. (2) While diversification of employment is advancing, immigrants, the young generation, female and the person with disability who are particularly in a vulnerable situation socially are excluded from labor market, or the quality of employment has dropped. (3) But, on the other hand a shortage of employment in the near future is highlighted as a big problem under the low birthrate. (4) Therefore, it is important to decrease the unemployment rate and raise the employment rate in order to fight a shortage of employment in the near future as well as to correspond to a current problem of unemployment, in particular one of the weak of labour market. ( 5 ) Swedish government is now developing labor market policy programs by the various shapes, and they are partly successful. (6) But their policies seem to be changing to workfare policies after 90's under the influence of policies of EU. We have published the results of our research project in The Annuals of The Japanese Political Science, Association vol. 2001, to which most of our research group members have contributed. Here is the outline of theses contributions.
First of all, O. Kawasaki examines the relevance of the "three democracies" model from the viewpoint of political theory. Then, as to the "core" countries of Western Europe, firstly, K. Ono retraces the histrical evolution of the German three main parties, that were nothing but the origins of the "three democracies" model. On the contrary, France is seen as an exception to the "three democracies" model in Western Europe. Y. Nakayama tries to explain how this exception has been born. Secondly, the futures of the "three democracies" model are explored. S. Murakami examines the Italian case of Christian democratic collapse, and T. Miyamoto presents and scrutinizes the "workfare" model, supposed to replace the traditional social-democratic model and to reactivate it. J. Saito criticizes in his turn what is called the "Third Way". Thirdly, K. Endo develops a theoritical reflection on the European polity that is emerging to unravel the European nation states, cradles of the "three democracies" model.
Lastly, the party systems of non-european countries are examined to testify the relevance of the "three democracies" model from comparative viewpoints. M. Sengoku argues that the Polish party system in still unbalanced because of the instability of Christian democratic parties, and K. Ohgushi follows the rise and fall of Latin-american parties that seem correspond to the European "three democracies" model. K. Nakakita has already published a series of articles on the Japanese Liberal Democratic Party(JIMINTOH) in the 1950s as an example of non-european Liberal democratic parties. The general conclusions that Y. Baba, director of our research, draws from these contributions, is still in preparation, but their resume" is presented as an preface to our Annuals.
Comparative Studies on a New Industrial Model between Sweden and Japan

Sweden economy is more and more entangled in the global competition as globalization is deepening beside the state has become a member of the EU. Today, in acutual fact globalization means globalization of neoliberalism. Sweden has built an highly advanced welfare state, with the slogan of "equality and growth" at least until the 1970s. However, it seems, Sweden has also been directed towards neo-liberal starategy, as the Swedish model began to stumble from the beginning of the 1980s.
This research program focuses, among current trends, on changes in the labour/industrial relations that have supported the Swedish model. So, what are characteristics of the changes in labor/industrial relations? First of all, they are : decentralization of wage negotiation, individualization of wage, as well as diversity of employment and functional flexibility of labor. Secondly, "Efficiency and good work" has become a common objective for both management and labor. With this objective, work organizations have changed and management and labor have reached a common recognition that competence development which sustains work development is crucial importance. Thirdly, under these circumstances, "gray-colonization" of blue-collar workers has been accelerated. This, in turn, has promoted so called co-worker agreements and is now backing up the trend of single union.
Fourthly, it is a change to the trend of the new wage systems. It shows ladder-style wage curves : it is constituted on the basis of job rates ; the degrees of ability and capacity of workers gives ranges. This is somewhat different from more performance of oriented wage systems in Japan ; the Japanese wage systems are recently transformed from the one with emphasis on workers potential ability towards the one that gives more importance on individual performance as so called realized ability. In this sense, it seems individualization of wage (and wage negotiation) is currently taking different forms in Sweden and Japan. Fifthly, it is a change of negotiation system because wage systems based on individual competence best match to negotiations within each company. Sixthly, active labor market policy is not effect-ively to play a good role. The problem of unemployment has reached a new phase, that is, the phase of job creation. It has become very important to take regional policy measures. We think these changes do not mean simply that Sweden. is entering into the way of neoliberalism because unions have held still a strong negotiation power and cooperative mind among unions and managements has not disapeared still.

Inconclusion of this researth project, we were able to determine the following findings :
1. In Japan, people think decentralization and promotion of welfare are compatible though theoretically it has been understood that tbese are incampatible. The reason why people in Japan think so is, firstly, present welfare policy is different from what used to be. Five decades ago, welfare was an arena in which recipients were very limited, but now it has been extended to include the general public. Though this reason is somewhat universal, the second one is more unique in the Japanese political context. In Japan, decentralization does not mean financial autonomy of local governments but onlv means more power to local governments to do the jobs shared by both center and periphery.
2. In this context, the strategy of local governments is, market orientation, citizen participation and so called new public management.
3. Through our survey research, we found that people in local cities and towns recognize the daily life support of the aged is the job of localities but they do not consider it is a politically important issue. But in the very near future, this problem will become one of the most relevantissues.
4. The Swedish case of introduction of non-profit organizations into welfare provides a potential example fur future welfare policy of Japan.
5. In the policy formation process of welfare, the universal values of liberty, justice and equality interact with each other in a complicated manner.
6. We stund the process of administrative reform and decentralization now in progress in Japan and concluded that the lack of political leadership in Japan will make this reforme and decentralization difficult to accomplish.
THE INTERDISCIPLINARY APPROACH TO THE STRUCTURE OF OPINION FORMED PROCESS AND SELF-CONSCIOUSNESS OF THE ADOLESCENT/STUDENTS IN CONTEMPORARY JAPANESE SOCIETY.

WE MADE A PROGRAM OF THE RESEACHE THREE YEARS AGO. THE YEAR BEFORE LAST YEAR, WE HAD BEEN PLANNING A BASIC PROGRAM. LAST YEAR, IT WAS A FIRST-STAGE, WE WERE INVESTIGATING THE STRUCTURE OF OPINION FORMED PROCESS AND SELF-CONSCIOUSNESS OF THE RITSUMEIKAN STUDENT BY METHOD OF A QUESTIONNAIRE SURVEY, AND RECEIVED 3,445 REPLY PAPERS. THIS YEAR, IT WAS A SECOND-STAGE, WE WERE INVESTIGATING AGAIN, CHANGING SUBJECTS, AND RECEIVE 2,377 REPLY PAPERS FROM ANOTHER COLLEGE AND 2,483 REPLY PAPERS FROM TWO SENIOR HIGH SCHOOLS AND TWO JUNIOR HIGH SCHOOLS.
WE ANALYZED 8,305 SAMPLING DATAS. IN RESULT, WE MIGHT CONCLUDE THAT THREE POINTS ARE IMPORTANT. THE FIRST POINT, IT IS CLEAR THE DIFFERENCE BETWEEN SAME YOUNG-GENERATION, FOR EXAMPLE BETWEEN BOY AND GIRLS ABOUT THE PROCESS OF OPINION FORMED PROCESS AND SELF-CONSCIOUSNESS OF THE ADOLESCENT /STUDENTS IN CONTEMPORARY JAPANESE SOCIETY. THE SECOND POINT, IT IS CLEAR THE DIFFERENCE BETWEEN EACH DEVELOPMENTAL STAGE, FOR EXAMPLE BETWEEN THE DEVELOPMENTAL STAGE OF COLLEGE STUDENT AND THE DEVELOPMENTAL STAGE OF SENIOR HIGH SCHOOL STUDENT. THE THIRD POINT, IT IS CLEAR THE DIFFERENCE BETWEEN THE LEVELS OF EDUCATION OR/AND THE LEVELS OF LIVING.
IN ADDITION THE PROCESS OF OPINION FORMED PROCESS AND SELF-CONSCIOUSNESS OF THE ADOLESCENT /STUDENTS MAY BE RELATED TO THE PROCESS OF THEIR PERSONALITY AND EGO FORMED PROCESSES.
