    Abstract

    We develop a three‐dimensional Kaleckian growth model that incorporates public capital, labour productivity growth, and government debt accumulation, and present three main findings. First, a positive labour productivity growth rate and the Domar condition are essential for a stable, steady state. Second, a proactive fiscal stance promotes economic growth and capital composition. Finally, in the wage‐led growth regime, a pro‐labour income distribution boosts economic growth and capital composition while reducing the government debt ratio, whereas in the profit‐led growth regime, a pro‐capital income distribution increases economic growth, capital composition, and the government debt ratio.

    This paper proposes an analytical framework using the régulation approach and consisting of explanations of some concepts and a simple way of modeling; the concepts and modeling are developed by focusing on the distributive aspect of environmental issues and using environmental costs as key indices. As a basis for the framework, we refer to the ideas of Polanyi and the surplus approach, and we recognize the socio-economic system as interlinked triple reproductions of the economy, humans, and the environment. This recognition is formalized as an equation of three-dimensional distributions among profits, wages and rents. The "economy–environment nexus," which represents the relationship between the natural environment's reproduction and economic reproduction, is analyzed as one of the institutional forms. The dynamics of institutional coordination are specified with attention to distributive conflicts between relevant actors, leading to the idea of "spatial and temporal gaps of coordination." Environmental costs are identified and incorporated into the equation of distribution as key information to characterize specific forms of the economy–environment nexus. The economy–environment nexus influences growth regimes through multiple routes, including investment, trade, and productivities. In order to analyze the aggregate effects, we propose a variant of the Kaleckian growth model incorporating environmental costs as key variables. Using this model, we specify conditions for the "paradox of costs for environmental measures," where environmental measures raise the profit rate. This framework is expected to be used in historical or comparative analyses of particular economies, including those using periodized specification of the economy–environment nexus.

    With a view to contributing to the evaluation and development of policies regarding the recent trend toward an increasing international movement of waste for recycling, this study reviewed various principles relating to this phenomenon and analyzed the relationships among them. Some areas that were examined were support for the Ban Amendment of the Basel Convention, the urging of caution regarding this, the idea of as 'global material circulation for recycling' in a globalizing economy, as well as the implications of Extended Producer Responsibility (EPR) .<BR>Principles for and against the Ban Amendment were found to conflict with each other, as the former places emphasis on 'prevention' of wastes while the latter focuses on its 'recycling' . The concept of global material circulation will not solve this conflict as it is also aimed at recycling. If a certain international movement, in accordance with the EPR principle, held prevention as its effect, it could provide some positive change in this conflict, but the possible effects require further study. The international movement of goods falling under hazardous wastes, therefore, should continue to be restricted to the extent possible, and further studies on related areas such as possible prevention effects of international movement should be conducted.

    In light of the actual situation, disaster prevention legislation studied a wide area based on a field work and various fact-finding substantially after having grasped the actual situation of the East Japan great earthquake disaster in stricken area hearing investigations in this study whether the revision to jurisprudence of appropriate form corresponding to the actual situation of the large-scale disaster was done what the problem that there remained it again was.
    Through this study, I investigated the problems of the current disaster prevention method and performed the proposal about the way of new disaster prevention legislation in line with it. I announced these results of research in the form such as a book or the official journal of a scientific society article.

    This study conducts a case study and a theoretical analysis in order to clarify economic effects and significance of policies aiming for Circulating and Ecological Local Economies. We analyzed the circulating-local-economy policy in Minamisanriku town, Miyagi prefecture by building and applying a local input-output table, demonstrating its effects of increasing production in wide-ranging sectors as well as of stimulating innovation. By drawing on institutional and evolutionary economic theories, we identified such policies as actions toward institutional coordination of economies under the “glocalization,” and shed light on their importance as “parallel experimentations” in seeking new social models.
