    In this paper, computational fluid dynamics for flow around a circular cylinder is carried out by means of solving the incompressible Navier-Stokes equations with the turbulence model by the finite element method. The Reynolds number is from Re=2.0×105∼4.5×105. By using results of calculations, the flow patterns, drag, lift and pressure coefficients and Strouhal number depend on the Reynolds number are investigated. There are differences between the computational data and the experimental data, however the dependence of the Reynolds number and the drag crisis in the Critical Reynolds Number regime can be simulated near wake.

    This paper describes the outline of "Action on Civil Engineering Structures for Performance Based Design" issued by JSCE in 2008. This guideline is composed of two sections; general remarks and individual actions. In order to apply to wide variety of structures in civil engineering the concept of "action" in design is classified into three categories in this guideline. These are reference actions independent from the structural characteristics of design objects, action model and action effect. Actions of self weight, imposed loads, traffics, wind, seismic, snow, thermal, waves, currents, geotechnical, impacts, explosion, environmental and rains are systemized under this categories and related with recent data bases significantly in terms of reference actions. Social backgrounds of performance based design such as deregulation (structutral adjustment), accountability, globalization and international standardizations are also introduced in this paper to show how the guideline works in recent design work situations.

    This paper presents a reliability analysis based on the elastic-plastic displacement of truss structures by using an optimization technique. Firstly, the performance function is defined by the elastic-plastic displacement of the structure, while the reliability index is evaluated in terms of load (or load factor) which is the dominant factor of uncertainty in the limit state and is more suitable for easier calculation. Secondly, an optimization technique is developed to find the allowable load factor corresponding to the allowable displacement by making use of holonomic elastic-plastic analysis. Finally, the validity of the proposed method is confirmed by the three bar truss structure and the application of this approach is examined for a steel framed Sabo dam structure.

    For rational reliability based structural design, it is important to accomplish the target probability of failure as accurate as possible. From this standpoint, this paper presents a probabilistic basis for the fractile-based structural design, and demonstrates the advantage of the method. Numerical examples indicate the superiority of the proposed fractile method to the second moment method. It is also noted that, by the independent determination of the design points from the linearization procedure, the proposed method has proved much simpler than the improved second moment method proposed by Rackwitz et. al., retaining its accuracy at a similar level.
