本研究は、国立大学の独立行政法人化（以下、独法化）を準自然実験として用いることで、大学が産学間共同研究を通じて地域経済成長に与える因果効果を検証することを目的としている。具体的には以下の二つの検証課題を掲げている。①国立大学の独立行政法人化後、国立大学の周辺地域では知識の波及を通じて地域イノベーションの量が増えたか。②国立大学の独立行政法人化後、国立大学の周辺地域では地域経済が成長したか。
昨年度までの研究では、特許出願データから産学間共同研究による特許出願を特定・抽出し、各種特許出願数に関する都市雇用圏別パネルデータを作成した。作成したデータを用いて、検証課題①②について仮説検証を行ったが、特に検証課題①について、地域イノベーションの量を都市雇用圏内の特許出願数（大学関連特許出願を除く）で測った場合、仮説は必ずしも正しくない可能性が示された。これを受けて、本年度は検証課題①の結果の解釈を行うため、以下の追加分析を行った。はじめに、特許出願データを用いて各種特許出願数に関する企業・事業所別パネルデータを作成した。次に、産学間共同研究の実施後に、参加した企業・事業所では特許出願数（特に企業の単独研究や企業間共同研究による特許出願数）がどのように変化したか分析を行った。特許出願数が増加した場合、産学間共同研究によって知識波及が発生したと考えられ、特許出願数が減少した場合、産学間共同研究が企業の単独研究や企業間共同研究を代替していると考えられる。本分析について、応用地域学会や学内研究会にて研究報告を行い、現在、得られたコメントをもとに分析手法を再検討し、再分析を行っている。
